The Regulatory Compliance Specialist​ (RCE) Supervisor serves as the first level of managerial work in environmental regulatory compliance, functioning as the Division Chief. The​ RCE supervisor assists the Deputy Program Manager with the management, planning, and supervision of staff and operations within the Wastewater Compliance Division.  The incumbent ​in this position is expected to be reachable to support after-hours responses as needed.

The Wastewater Compliance Division is responsible for statewide inspection and compliance monitoring activities at municipal and industrial wastewater treatment facilities, ensuring compliance with State and federal environmental laws and regulations concerning water pollution control through various enforcement strategies.

Work duties may involve exposure to uncomfortable or unpleasant surroundings, including:

•  Field Work: Consultations in inclement weather within wetlands, sewage treatment plants, or similar environments.
• Hazards: Potential exposure to chemicals, dust, or odors.
• Physical Exertion: Heavy lifting, climbing, traversing rough surfaces, rock-lined ditches, and crossing streams.
• Sampling: Handling chemical testing agents and taking samples, involving potential exposure to harsh chemicals and toxic byproducts, requiring the use of protective equipment such as goggles and gloves.

The incumbent in this position may drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area for the required education. 

2. Candidates may substitute the possession of a Master's degree in engineering or architecture from an accredited college or university for up to one year of the required experience.

3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
