Engineer I is eligible for an annual promotion. The incumbent may advance
to a higher grade within the classification series, based on satisfactory work performance.

In one position, the incumbent will be required to work in all counties
in Maryland. (The selected candidate will report to the
main office in Baltimore.)
In the other position, the
incumbent will be required to work in the following counties: Northern
Montgomery, Frederick, Washington, Allegany, and Garrett County. (The selected candidate will report to facilities located in
Western Maryland and to the satellite office in Hagerstown.)

Main Purpose of Job
These are entry-level positions as an engineering specialist in the Compliance Program of the Water and Science Administration. The incumbents in these positions will be responsible for evaluating wastewater treatment facilities and private contract laboratories for compliance with federal/State NPDES and State groundwater permits, including evaluating treatment process operation and maintenance, quality assurance and quality control (QA/QC) functions, sampling and preservation, analytical methodology, flow monitoring, record keeping and reporting. In addition, the incumbents will provide engineering expertise to evaluate specific sites, review proposed improvement plans, and develop comprehensive environmental programs to address water pollution, sewage control, and stormwater control. The incumbents will conduct inspections to assess compliance with wastewater discharge permits, sediment and erosion control, wetlands, and waterway construction. These positions respond to emergency incidents or natural disasters as requested. The incumbents in these positions may testify as an expert witness related to engineering, analytical procedures or techniques, or NPDES regulations. These positions consist of reviewing engineering plans and drawings, wastewater treatment plant improvement plans, and biomonitoring study plans.
The working conditions of these positions are as follows:
- Work involves exposure to uncomfortable or unpleasant surroundings, performing duties in the middle of a wetland. The majority of the job involves work outdoors, in all weather conditions, and takes place at sites and/or facilities where there could be exposure to potential chemicals, dust, odors, etc;
- Work involves exposure to hazardous conditions, which may result in injury. Hazardous conditions may exist at sites. Walking over rough surfaces and terrain around heavy equipment presents potentially dangerous conditions that could result in injury. Also, natural biological hazards such as soil bacteria, allergens, ticks, rats, mosquitoes, and snakes can be encountered;
- Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. At many sites, water quality samples are taken. This requires personnel to carry chemicals, equipment and tools, water samples, and files;
- Work requires the use of protective equipment such as goggles, gloves, masks, etc. Many consultations require the use of protective gear to ensure that staff do not come into direct contact with harsh chemicals and toxic byproducts of industrial activity. Basic protective equipment will be provided. Incumbent is expected to provide suitable work clothes for dirty, dusty environments and all-weather conditions, including very hot and very cold weather.
The incumbents in these positions will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in engineering or architecture from an accredited college or university.
Experience: None.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education.
2. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).
