Main Purpose of Job

The main purpose of this position is to plan, coordinate and oversee fiscal services within the Office of Health Care Quality (OHCQ). This position will supervise and plan the technical work of Advanced Accountants. This position will prepare the annual State and Federal budget requests and will ensure that the compilation of fiscal data related to the budget is completed by program staff and presented to OHCQ management staff. This position will monitor expenditures through the preparation of projections, which will be presented to program and management staff with recommendations. The position will modify and implement manual and automated systems in accordance with generally accepted accounting principles. The position will be responsible for fiscal year-end close out. This position will review, approve and analyze fiscal reports to meet funding source requirements and will keep management advised of fiscal status. The position will formulate and implement fiscal policies and procedures as directed by Department, State and Federal funding laws. This position will oversee all aspects of OHCQ’s small procurement processes, including the procurement of equipment, services, construction, supplies, information technology and other OHCQ needs that must be obtained through various procurement methods. This position will also provide procurement technical interpretation, instruction, guidance and assistance to OHCQ in accordance with State laws and regulations.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974, will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required general experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

1. Experience as an accountant within Maryland State Government, with strong knowledge of State fiscal policies, budget development and reporting requirements.

2. Experience and in-depth knowledge of Maryland State Government procurement laws, regulations and systems (e.g., COMAR Title 21, FMIS, ADPICS, R*STARS and eMMA).

3. Experience supervising professional accounting staff and managing complex fiscal operations, including budget formulation, cost allocation and federal grant management.
