Main Purpose of Job
POSITION DUTIES
- Establishes procedures and work priorities for subordinate staff.
- Resolves problems and advises staff on work-related issues to ensure the proficient operation of fiscal operations.
- Reviews and approves transactions prepared by staff for compliance with applicable law, regulations, policies, and procedures to ensure accurate and timely action and accurate payment of services.
- Prepares and monitors annual State and County budgets.
- Monitors and approves all expenditures and encumbrances for all State and County budget items.
- Prepares, or supervises the preparation of, all expenditure and budgetary reports.
- Audits all administrative bills received by the agency.
- Approves and transmits or supervises the preparation of all vouchers for payment through FMIS. Maintains all bank accounts for the local agency (Administration, Assistance, Lay Funds, Conserved Accounts).
MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in audit
Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- Two years’ experience supervising a finance or budget office in state or local government.
- One year experience with Excel includes linking spreadsheets, creating and utilizing formulas and functions and validating data.
- One year experience processing and tracking expenditures in Maryland’s Fiscal Management Information System (FMIS)and fiscal management system D365.

EXAMINATION PROCESS
The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. Therefore, it is important that you provide complete and accurate information on your application.
For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
