Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Fiscal Services Administrator V. A Fiscal Services Administrator V is the managerial level of work directing and coordinating fiscal activities to include accounting, budgeting or auditing for a secretariat level department or independent agency, or administering specialized fiscal programs involving commercial enterprises, revenue bonds, independent investments or financial analysis of private corporations.

Main Purpose of Job

The Budget Chief is responsible for comprehensively managing MD Labor’s operating budget. This includes annual budget development, leading budget analysts, monthly projections, budget amendments, financial analysis, and legislative tracking of the budget bill. The position coordinates closely with internal leadership, the Department of Budget and Management (DBM), and the Department of Legislative Services (DLS) to ensure timely, accurate, and strategic budget submissions and responses.

POSITION DUTIES

Duties of this position include, but are not limited to:
  •  Responsible for the development, preparation, and monitoring of the departmental budget from submission to DBM through the legislative process. This position requires a thorough understanding of DBM policies and procedures, as well as the Budget Analysis and Reporting System (BARS), to effectively support the formulation, justification, and presentation of the budget. The role involves regular communication and collaboration with departmental staff, state budget analysts, and fiscal services personnel to ensure the accuracy and alignment of budget activities. It also includes reviewing and supporting budget requests prepared by program administrators and/or budget program analysts. Additionally, the position provides professional consultation to program administrators in developing budget submissions, including requests for funding new initiatives or for securing additional resources necessary to support existing programs. Strong analytical skills and fiscal expertise are essential for translating financial data into sound budget recommendations. 
  •  Oversees the budget projection process in collaboration with individual programs. This involves developing detailed reports that incorporate data from fiscal reports, including actual expenditures to date and projected expenditures through the end of the fiscal year. These projections are essential for ensuring that spending remains within available resources. 
  •  Responsible for all requests and communication from DBM and the coordination of questions from the legislative analysts related to the budget.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree in public administration, finance, accounting, economics, or a related field. A master’s degree is preferred.

Experience: A combination of education, training, and at least seven (7) years of progressively responsible experience in budgeting, accounting, public finance, or a related field that demonstrates the knowledge, skills, and abilities required for this position. At least five years of progressively responsible experience in government budgeting, including experience with budget formulation, amendments, projections, and legislative interaction.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  •  Experience in responding to legislative and executive budget analysts (DBM/DLS). 
  •  Supervisory experience within a public sector budgeting or finance office. 
  •  Familiarity with managing federal and special fund sources. 
  •  Proficiency in Microsoft Power BI or similar data visualization tools, including experience designing and maintaining financial or operational dashboards to support data-driven decision-making. 
  •  Experience reviewing and analyzing legislative fiscal notes to assess budgetary impact and support departmental policy positions. 
  •  Knowledge of and experience with Maryland state accounting policies and procedures, including application of generally accepted accounting principles (GAAP) in a public sector environment. 
  •  Exceptional written and verbal communication skills; able to convey financial concepts to technical and non-technical audiences. 
  •  Strong knowledge of Maryland’s budget process and systems, particularly BARS

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
