POSITION DUTIES

The Payroll Fiscal Accounts Tech II processes special payments payroll, cash revenues, working fund requests and cash payments for the Maryland State Department of Education.

Duties Include:
  • Processes the contractual payroll adjustments (input) in workday
  • Employee payroll representative. 
  • Request one-time payments, review and calculate employees' adjustments, leave and time off balances, compensation changes, reclasses, acting capacity allowances and gross pay results in workday. 
  • Resolves payroll discrepancies. 
  • Run payroll reports and contact employees and/or supervisors for no time entered, unsubmitted time and unapproved time ensuring contractual employees are paid. 
  • Reconciles the payroll summary (SPMS Workday), the cost allocation (TSO) FMIS and the payroll register (CPB). 
  • Request invoices for payroll overpayments on term employees. 
  • Complete employees' salary and employment verification forms. 
  • Cancel and reissue paychecks. 
  • FMIS Rstars and Adpics Vendor Coordinator. 
  • Maintain the agency's adpics vendor table

The Fiscal Assets Account Tech II serves as a fiscal assets custodian to record all fixed asset transactions (in Access) to include acquisitions, disposals, transfers, surplus, improvements, etc. and assist in fixed asset reconciliation with inventory record to include preparation of reports listing missing or stolen property, excess property, declaration of surplus property, etc.

Duties Include:
  • Agency Inventory
  • Prepare monthly data tables and reconciliations for fixed assets.
  • Input asset data into the fixed asset database.
  • Input assets that are approved for sale by the Department of General Services to be entered on the GovDeals site. 
  • Submit excess property declaration to Agency's Property Officer for final signatures after the assets have been physically removed or disposed of.
  • Remove approved disposals fixed asset from the master database.
  • Record results of physical inventories received from agency Accountable Officers. (The Audit list and inventory reports are submitted by Ops team)
  • Reconcile physical inventories to the perpetual inventory records by preparing advanced queries to determine missing property from received physical inventories taken by Accountable Office.
  • Receive excess property declarations.
  • Assist the Property Office with maintaining and update the Agency's Accountable Officers / Inventory Control Managers (ICM) roaster as needed.
  • Back up for accounts receivable team that would require researching, processing deposits, and journal adjustments

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

LIMITATIONS ON SELECTION

This position is limited to current State of Maryland Employees who work in the Division of Finance.  

SPECIAL REQUIREMENTS

Candidates must consent to a State Police Investigation (fingerprinting) as a routine procedure for all employees with this Agency.
