GRADE
This is a Contractual position with a salary range equivalent to a Grade 22 within the “Standard and Bargaining Unit Employees Salary Schedule.” As of July 1, 2025 the salary range for Grade 22 is $97,972 to $152,528.

Main Purpose of Job
POSITION DUTIES
Assist the IT Director with design, implementation & support of custom-developed SIF applications. Provide support and management of third party applications and their integration. Ensure data systems functionality and operational stability through daily support and administration of SIF systems.
- Develops new and maintain custom existing applications that facilitate integration and seamless flow of data between State and SIF data systems
- Provides operational support of SIF databases and data-related services
- Helps design and develop architecture to effectively support the Agency's objectives and increase operational efficiency
- Hands-on daily administration of IT infrastructure and systems, servers and user workstations
- Intimate and hands-on involvement in troubleshooting and support of end-user technical issues
- Provides direct input and consult on data classification strategy, disaster recovery and business continuity plans for the Agency offices and hosted facilities
- Assists in development and implementation of agency IT strategies by ways of managing data security as well as through involvement in every aspect of software and hardware upgrades
- Helps achieve compliance with State security assessments and assists IT Director with remediation of assessment’s findings
- Assists with ensuring of end-user adherence to State of Maryland Cyber Security and Compliance program and directives
- Identifies opportunities for business unit technology enablement
- Solicits stakeholder input to determine prioritization of development efforts and data management projects
- Helps design and define transition steps from the current to the future application architecture, including interoperability with existing application migration strategies
- Identifies opportunities to leverage solutions across technologies through application integration and interoperability
MINIMUM QUALIFICATIONS
Experience and Skills:
- Hands-on end-user support
- Five years of professional experience as a .Net developer
- Custom-built software and application support
- Microsoft .Net application development and support
- Transact-SQL development
- Application integration of custom applications with SaaS platforms
- Solid understanding of modern virtual and physical and cloud infrastructure principles
- Basic administration of Windows Client/Server environments in hybrid cloud scenario
- Project management; strong problem solving and application troubleshooting experience
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- An Associate's degree or higher from an accredited college or university in an IT-related field
- Microsoft SQL Server administration and query tuning
- Experience with Active Directory administration, including AD architecture, Group Policy and schema management
- Comprehensive understanding of network principles (i.e. TCP/IP, DNS, DHCP, AD replication and server administration, firewall configuration)
- Understanding and experience with Security+ concepts (threat/attack/vulnerability detection and mitigation, access control, identity management, operational security)
- Implementation of Security and Compliance directives and direct interactions with security teams as well as remediation of vulnerabilities
- A team player that is comfortable in hands-on IT end-user support as well as .NET development
- Experience with Virtual Environments including server backup and Disaster Recovery
- Experience with Microsoft365 workspaces
- Experience with Legal Practice Management software
- Vendor, licensing, maintenance and contract management
BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
