Introduction

The Maryland Department of Labor (MD Labor), Office of Administration, is accepting applications from qualified candidates for the position of Personnel Associate III. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

A Personnel Associate III is a level of paraprofessional work involving the operation, implementation, and monitoring of the personnel system in Maryland State government.

Main Purpose of Job

This position assists the Senior Benefits Coordinator and provides services to labor employees in the areas of health benefits enrollment, retirement enrollment, workers' compensation, HR medical records maintenance, and monitoring.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Assists employees with benefits enrollment in person and on Workday; assists in annual open enrollment period. Point of contact for agency workers' compensation claims, working with the Injured Workers' Insurance Fund to determine compensability, working with employees for return-to-work accommodations, and working with the Leave Management Officer for accident leave. 
  • Assisting employees with the retirement process and completion of forms, including disability, military, previous service, withdrawal of funds, and contacting the State Retirement Agency on their behalf. Acts as the Agency Telework Coordinator and the Agency point of contact for incentives and leave. Acts as the point of contact for HR-related inquiries that come to the front desk. Completes employment verifications.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year and six months of general clerical or administrative support experience, at least nine months of which must have been paraprofessional personnel experience involving the application of personnel procedures, policies, rules, and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

Bachelor's degree from an accredited college or university
2 years of experience using Workday

This position is limited to Maryland Department of LABOR employees only.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
