Introduction

The Maryland Department of Labor is accepting applications for the position of Personnel Associate III. This position assists the Senior Benefits Coordinator and provides service to Labor employees in the areas of of health benefits enrollment, retirement enrollment and workers compensation.

Main Purpose of Job

This position assists the Senior Benefits Coordinator and provides service to Labor employees in the areas of health benefits enrollment, retirement enrollment, workers' compensation, HR medical records maintenance and monitoring. This position is also the point of contact for HR-related inquiries that come to the front desk, serves as the Agency telework coordinator, the Agency COVID vaccination and benefits coordinator, and other duties as assigned.

POSITION DUTIES

Duties of this position include, but not limited to:
  • Assist employees with benefits in person and on Workday; assists in annual open enrollment period. Point of contact for Agency workers' compensation claims, working with the Injured Workers' Insurance Fund to determine compensability, working with employees for return-to-work accommodations, working with Leave Management Officer for accident leave.
  • Assist employees with the FMLA process. Reviews HR medical email portal for proper medical documentation for absence and to alert EER and Benefits Coordinator for possible FMLA cases. 

MINIMUM QUALIFICATIONS

Education  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year and six months of general clerical or administrative support experience, at least nine months of which must have been paraprofessional personnel experience involving the application of personnel procedures, policies, rules, and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience with FMLA, State health benefits, and/or retirement laws and procedures.

Experience using Microsoft Office Suite, especially Excel.

Experience with HRIS systems (e.g., Workday).

Knowledge of benefits-related compliance (COBRA, HIPPA, ACA, ERISA).

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
