POSITION DUTIES

A Re-entry Transition Services Specialist is responsible for the review, recommendation and oversight of statewide incarcerated person programs and activities related to re-entry and transition services, as well as community initiatives within all correctional facilities. 
  • Reviews, recommends and provides oversight of re-entry and transitional services, and community initiatives for all correctional facilities.  
  • Ensures initiatives, programs and activities are in compliance with mission, policies including recruiting service providers to deliver services; facilitating orientation and training sessions; preparing community-based staff for working in a correctional setting, including background checks, interviews, and orientation; maintaining records pertaining to community-based staff/organizations; in cooperation with facility staff schedule facility programs; collaborating with social work, case management and designated staff to recruit incarcerated persons for program participation and submit monthly and annual reports to the Director of Re-entry and Transition Services, as well as designated staff.
  • Provide direct service to the incarcerated person  population through the development of re-entry plans to include assistance with employment exploration and placement.
  • Assist in the development and implementation of policy and procedures to coordinate all correctional facilities' transition programs to achieve Department standards of performance.
  • Participates in the program planning process by developing incarcerated person release and service forecasters, and assists in the development of proposals or procedures for orderly growth and expansion of incarcerated person programs.
  • Chairs facility program workgroup meetings, multi-disciplinary teams and other meetings as designated.  Evaluates, guides, and supports facility with re-entry initiatives at all Departmental facilities.
  • Prepares statistical and narrative reports.   Coordinates correctional facility staff preparation and development of program flow charts and work performance criteria necessary to measure attainment levels.
  • Confers with other administrative officials, program heads, staff specialists or community agency representatives in order to exchange information, constructively influence actions pertaining to incarcerated person programs, and interpret policies and offer recommendation to programs.
  • Trains Facility Coordinators.
  • Liaison for the Local Re-entry Program; to ensure designate staff coordinate the institutional process of identification, screening, referring, and submitting the transfer packet for review and the transferring of eligible participants to the local detention centers.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: None.

Note: The above educational requirement is set by the Maryland Correctional Training Commission in accordance with Title 12, Subtitle 10 of the Code of Maryland Regulations.

LIMITATIONS ON SELECTION

This recruitment is limited to current DPSCS employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees who have not already done so must meet the required selection standards and successfully complete the training prescribed by the Maryland Correctional Training Commission for a Correctional Classification Counselor.

Selection standards for correctional training are listed in detail in the Code of Maryland Regulations 12.10.09 and include the following: 
U.S Citizenship or Resident Alien status 
Must be at least 21 years of age 
A completed background investigation 
Oral interview 
Physical examination. 
 
2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs. 

3. Employees may work some weekends. 

4. Employees may work some evenings.  

5. Employees may conduct on-site visits to organizations in the community that provide programming and resources for returning citizens.   

6. Employees must have successfully completed and maintained yearly in-service qualifications prescribed by the Maryland Correctional Training Commission for Correctional Counselors, Correctional Officers, and other mandated positions.
