Introduction

Maryland 529 consists of two active savings programs, the Maryland Senator Edward J. Kasemeyer College Investment Plan and the Maryland ABLE Program. The Maryland Senator Edward J. Kasemeyer College Investment Plan is designed to help individuals and families save for college in a tax-advantaged account. The Maryland College Investment Plan (MCIP) offers a variety of investment options to suit account owners’ future education goals. The ABLE program  provides people with disabilities a method to save and invest without jeopardizing means tested benefits and is responsible for educating people with disabilities, their families, and other stakeholders in the disability community about the eligibility criteria, enrollment, and account management process for Maryland ABLE accounts. All programs under Maryland 529 are overseen by the Maryland State Treasurer’s Office.

LOCATION OF POSITION

This position serves as an ambassador to promote MD 529 programs throughout central Maryland including the following counties: Baltimore, Baltimore County, Howard, Anne Arundel, Prince Georges and Montgomery County. The State Treasurer's Office is located in Annapolis, MD. The Maryland 529 division is located in Baltimore, MD.

Main Purpose of Job

This position will serve as the ambassador for MD 529 to market the MCIP and MD ABLE investment savings programs. This position will conduct public relations activities for Maryland 529 such participation at assigned conferences, workshops, expos, and community fairs; and will provide clear and concise presentations for school systems, and service provider agencies. This position will distribute informational or promotional MD 529 materials in accordance with the MD 529 program.

POSITION DUTIES

This position serves as an ambassador to promote MD 529 programs throughout Maryland including the following counties: Baltimore, Baltimore County, Howard, Anne Arundel, Prince Georges and Montgomery  County. Occasionally, there may be events that require travel to Washington, DC as well as eastern, western and southern Maryland.

This is a contractual, part-time position limited to 300 hours per year within the State Treasurer’s Office. The incumbent will receive the schedule for conferences, and outreach activities in advance. Hours will vary depending on the set activities per month.

MINIMUM QUALIFICATIONS

Experience: Six years of experience in public information, public relations, journalism or other related experience in publicity or promotional work.

Notes: 

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 30 semester credit hours in one or more of the following subjects: English, journalism, public relations, writing or other similar and related areas of study and two years of experience in public information, public relations, journalism or other related experience in publicity or promotional work for the required experience. 

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in public affairs specialist classification or public affairs specialty codes in the information and arts field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience presenting in both large and small groups.
  • Experience as an ambassador for a program, company, or product.

SPECIAL REQUIREMENTS

Candidates will be subject to a background investigation to include credit and criminal history. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland. If the employee does not have a motor vehicle operator’s license, they will be responsible for transportation to and from events with presentation materials.
