POSITION DUTIES
- Oversees daily operations of two core procurement teams, including staffing, and work distribution.
- Evaluates employee performance through clear expectations, regular feedback, and reviews, while holding staff accountable by addressing issues and carrying out organizational standards.
- Manages the procurement of goods and services, and the processing and review of procurement requests/contracts submitted by the 24 Local DSS offices.
- Implements and maintains procurement policies and procedures that ensure compliance with COMAR Title 21 and Department of General Services, Office of State Procurement (DGS/OSP) guidelines.
- Collaborates with internal stakeholders to coordinate procurement planning, resolve issues, and improve service delivery.
MINIMUM QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
- Two years of supervisory experience overseeing procurement or contract staff in a state or local government agency.
- Demonstrate knowledge of City, State, or Federal procurement regulations.
- Strong communication, organizational, and leadership skills, with the ability to plan, direct, and evaluate staff performance in a fast-paced procurement environment.
- Two years experience managing complex procurements for human services programs, IT systems, or large-scale service contracts.
- Two years experience developing or implementing procurement policies and procedures to ensure compliance with COMAR Title 21 and DGS/OSP guidelines.
- Experience conducting staff training, coaching, or performance improvement plans to build team accountability and professional growth.
- Two years experience using eMaryland Marketplace Advantage (eMMA), FMIS, or other procurement systems to track solicitations, contracts, and key performance indicators (KPIs).
- Possession of a recognized professional certification in public procurement or contract management, such as CMPO, CPPB, CPPO, or NCMAs Certified Federal Contracts Manager (CFCM), or the Federal Acquisition Certification in Contracting (FAC-C) Professional.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
2. Employees in this classification who have not done so must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.

- Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
