Main Purpose of Job

The Deputy Director in the Office of Procurement at the Department of Human Services provides strategic leadership and oversight of procurement operations that ensure compliance with COMAR Title 21, promote equity, and support the timely execution of contracts critical to delivering human services across Maryland. This role supervises a Procurement Supervisor and team of four professionals responsible for high-value acquisitions and contract reviews for the Local Departments of Social Services, the Office of the Attorney General, and the Office of the Secretary, covering essential programs such as Legal Services for Children and Adults, In-Home Aide Services, Employment Services, and Job Access Transportation. In addition to managing DHS Central purchasing, the Deputy Director oversees Procurement Training and leads the Contract Management and Compliance Program, a priority initiative under Governor Moore’s 2025 Executive Order to build a more efficient, equitable, and competitive procurement system statewide. 

POSITION DUTIES

  • Oversees daily operations of two core procurement teams, including staffing, and work distribution. 
  • Evaluates employee performance through clear expectations, regular feedback, and reviews, while holding staff accountable by addressing issues and carrying out organizational standards. 
  • Manages the procurement of goods and services, and the processing and review of procurement requests/contracts submitted by the 24 Local DSS offices. 
  • Implements and maintains procurement policies and procedures that ensure compliance with COMAR Title 21 and Department of General Services, Office of State Procurement (DGS/OSP) guidelines. 
  • Collaborates with internal stakeholders to coordinate procurement planning, resolve issues, and improve service delivery.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.
Experience: Four years of professional experience in public procurement, contracting, or contract management, including at least one year in a supervisory or managerial capacity.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:
  • Two years of supervisory experience overseeing procurement or contract staff in a state or local government agency.
  • Demonstrate knowledge of City, State, or Federal procurement regulations.
  • Strong communication, organizational, and leadership skills, with the ability to plan, direct, and evaluate staff performance in a fast-paced procurement environment.
  • Two years experience managing complex procurements for human services programs, IT systems, or large-scale service contracts.
  • Two years experience developing or implementing procurement policies and procedures to ensure compliance with COMAR Title 21 and DGS/OSP guidelines.
  • Experience conducting staff training, coaching, or performance improvement plans to build team accountability and professional growth.
  • Two years experience using eMaryland Marketplace Advantage (eMMA), FMIS, or other procurement systems to track solicitations, contracts, and key performance indicators (KPIs).
  • Possession of a recognized professional certification in public procurement or contract management, such as CMPO, CPPB, CPPO, or NCMAs Certified Federal Contracts Manager (CFCM), or the Federal Acquisition Certification in Contracting (FAC-C) Professional.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not done so must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.  
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least thirteen (13) holidays per year.  
  • Pension - State employees earn credit towards a retirement pension.
  • Positions may be eligible for telework.
