Introduction

The Maryland State Retirement Agency (the “Agency”) is the administrator of the Maryland State Retirement and Pension System (the “System”).  The System is a multi-employer, public employees’ benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 205,000 active members and more than 175,000 retirees and beneficiaries.

The Agency is seeking a Director of Procurement and Contracts to serve in the Finance Division.  

This is a Management Service position that serves at the pleasure of the Appointing Authority.

POSITION DUTIES

The Director of Procurement and Contracts will direct and manage the full scope of the Agency's daily procurement activities, which includes the procurement of both small (<$50k) and large procurements (>$50k).  This position may also serve in an advisory capacity for the Chief Financial Officer, Chief Operating Officer, Executive Director, and Senior Staff. This position will research, develop and recommend policy for submission to the Executive Director.

The Director of Procurement and Contracts will provide leadership, administration, direction and guidance for all procurement functions of the Agency through oversight of operations relating to Procurement and Contracts. Implement procedures and internal controls to ensure compliance with laws, rules and regulations as they relate to procurement and contracts. This position will perform special projects as directed by the CFO, COO and /or the Executive Director and serve as a resource to all programs within the State Retirement Agency and point of contact for divisional leaders and offices, providing guidance and support to ensure procurement goals are met. 

This position will also supervise Procurement staff and ensure supporting procurement officers have the necessary skills and resources to perform their duties effectively. The position is responsible for utilizing systems like eMaryland Marketplace Advantage (eMMA) and Financial Management Information System (FMIS) for procurement activities.

Position duties include but are not limited to:  
  • Directly supervises the subordinate Procurement Officers in the Finance Division - Procurement and Contracts and oversees all of the day-to-day procurement activities.
  • Manages the full scope of the Agency's daily procurement activities to ensure timely acquisition of goods & services in compliance with all state procurement laws, rules, regulations. policies, procedures & directives (collectively referred to as "State Procurement Policies").
  • Responds to Public Information Act Requests.
  • Recommends and assists the Agency in drafting the Agency's procurement procedures and trains Agency personnel in their application.
  • Attends workshops, seminars, conferences, and training classes to keep abreast of the latest developments in all areas of procurement and contracts.
  • Serves in an advisory capacity to the CFO and COO, performs special projects.
  • Manages all Agency procurement activities to ensure compliance with all State procurement laws, rules, regulations, policies, and directives (collectively referred to as "State Procurement Policies") and proper usage of the Agency's annual appropriation

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in business administration, public administration, contract management, finance, or a closely related field.

Experience: Eight (8) years of experience, four (4) years of experience ensuring enterprise-wide interpretation and compliance of procurement laws, regulations, policies, and procedures with an additional four (4) years of professional public sector procurement, or private sector contracting experience, which included activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors. 

NOTES: An additional four (4) years of experience in professional public sector procurement, or private sector contracting experience, which included activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors can be substituted for the required education.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Strong organizational, administrative, and leadership experience in managing procurement operations in a state or government agency.
  • In-depth knowledge of COMAR Title 21 and other applicable Maryland State procurement laws, regulations, and procedures.
  • Experience with the Financial Management Information System (FMIS), Advanced Purchasing Inventory Control System (ADPICS), and eMaryland Marketplace Advantage (eMMA)
  • Experience administering corporate credit card programs.
  • Success implementing or improving procurement policies, procedures, or system workflows.
  • Experience managing building leases, renovation projects, and lessee/lessor relationship, is desired
  • Ability to successfully manage multiple projects, tasks or responsibilities
  • One or more of the following certificates: 
o   Certified Public Manager (CPM) – National Association of Purchasing Management 
o   Certified Professional Contracts Manager (CPCM) – National Contract Management Association 
o   Certified Public Purchasing Office (CPPO) or Certified Professional Public Buyer (CPPB) – Universal
     Public Purchasing Certification Council

  • Exceptional written and verbal communication skills for interacting with executive and senior leadership, agency staff, and Board of Trustees

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not done so must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
