This is a Management Service position which serves at the pleasure of the Appointing Authority (“at-will”).

Main Purpose of Job

A Procurement Officer IV is the lead or expert level of professional work, for the State central procurement authority, Department of General Services Office of State Procurement (DGS OSP), in agency procurement sourcing and award activities, contract management, procurement systems operations, procurement regulations and policies review, professional procurement training and certification, and procurement business services located in the control agency the State procurement authority for Services contracts. Employees in this classification are responsible for the development of state-wide contracts and comprehensive structured agreements. Employees in this classification work across with all levels of State government, multiple jurisdictions and the federal government to coordinate work efforts. Employees in this classification provide expert and technical interpretation, instruction, guidance and assistance in accordance with State laws and regulations. Employees in this classification receive general supervision from a Procurement Manager III, IV or other designated administrator. The work may require travel throughout Maryland to perform on site procurement audits, training, monitoring, compliance reviews at State agencies.

POSITION DUTIES

Duties for this position include but are not limited to:

- Works on strategically comprehensive enterprise-wide contracts, master service agreements, structured intergovernmental agreements and other high level procurement projects. 
  
- Reviews and analyzes the content and format of all procurement submissions from agencies for adherence and conformance to State procurement regulations and policies. 
  
- Perform duties necessary to establish whether a procurement will be deemed a Small Business Reserve (SBR) procurement and if subcontracting opportunities are available for Minority Business Enterprises (MBE) and Veteran-owned Business Enterprises (VSBE) participation on each procurement as part of the Procurement Review Group (PRG).

- Functions in a Lead capacity to train, assign, review and approve the above described work performed by lower-level procurement officers at DGS OSP and other agencies. 
  
- Assists in resolving protests and disputes between agencies, DGS and contractors. 
  
- Post all solicitations and awards on eMaryland Marketplace Advantage (eMMA) as required by law and regulations.

- Performs special projects assigned by the CPO, Deputy CPO, Procurement Director, Deputy Director, Associate Director, or Manager/Supervisor.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Four (4) years of experience with the State of Maryland in contract management or procurement involving duties such as: soliciting, evaluating, negotiating, and awarding contracts and ensuring compliance with governmental procurement laws, regulations, and conditions. This experience must include at least one (1) year of lead-level experience directing the work of others. 

Notes: 

1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education. 

2. Candidates may substitute the following written certifications, obtained through passing an examination, for the required education: Certified Purchasing Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.
1. CPPO/CPPB or related professional certification strongly preferred. 
2. Previous construction procurement experience is preferred. 
3. Expert level knowledge of the Code of Maryland Regulations (COMAR).
4. Strong oral and written communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional  from the Maryland Department of General Services, within one year of appointment.
