Main Purpose of Job

The main purpose of this position is to serve as a Quality Management Specialist within the Navigation Center of the Infectious Disease Prevention and Health Services Bureau (IDPHSB) of the Maryland Department of Health. This position will play a key role in enhancing healthcare provider performance, service quality and patient health’s outcomes within Maryland’s general sexual health services programs. This position will support both Maryland AIDs Drug Assistance Program (MADAP) and Ryan White quality assurance (QA) and quality improvement (QI) efforts, ensuring that funded and non-funded providers comply with state and federal regulations while continuously improving service delivery. This position will report to the Division Manager for Provider Engagement. This position will work collaboratively with internal teams, healthcare providers and community stakeholders to develop and implement data-driven Clinical Quality Improvement (CQI) initiatives. These activities will directly support the IDPHSB’s integrated plan to promote holistic wellness and health equity by diagnosing, treating, preventing and managing infectious diseases.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university on a year-for-year basis for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

1. Experience responding to the needs of individuals and communities disproportionately impacted by HIV, STI, Viral Hepatitis, Mpox and the providers who serve these populations.

2. Experience with, knowledge or understanding of Ryan White Programs with particular focus on Maryland AIDS Drug Assistance Program (MADAP).

3. Experience in quality assurance and compliance auditing.

4. Experience in data analysis and quality improvement methods.

5. Experience with public health programs and regulatory requirements.

6. Experience with strong communication and stakeholder engagement skills.
