POSITION DUTIES
35% Oversight of the Recovery Support and Harm Reduction Unit
- Oversight the Recovery Support and Harm Reduction Unit including strategic planning, program development, fiscal, operational, and personnel functions.
- Assesses changing community needs (needs assessment) for the program and designs and adjusts programs to provide services not accessible from other sources.
- Writes and revises the annual program plans and grant applications.
- Evaluates the program and brings programmatic problems or issues to the attention of the Bureau Director.
- Collaborates with health facilities, physicians, allied health disciplines and community agencies regarding Harm Reduction programs.
- Initiates and develops new partnerships with state and municipal agencies, community-based organizations, and others.
- Acts as a resource for Recovery Support and Harm Reduction services for Health Department to the community and other County offices and agencies.
- Attends the Joint Community Advisory Board (JCAB) for the LEAD and Harm Reduction programs.
- HCHD Bureau of Behavioral Health (BBH) designee for the County Coalition to End Homelessness Board and attends other CoC related working groups.
- Participates in statewide meeting and collaborative calls on harm reduction and related topics such as: the Maryland Department of Health (MDH) harm reduction collaborative calls, the MDH Multi-Agency Meeting on Opioid Overdose Deaths, the MDH Rapid Analysis of Drugs (RAD) collaborative calls, and others as assigned/as needed.
- Develops, revises, and recommends new policies, standards and workflow procedures, using new technology.
- Provides medical/clinical care referral connection for clients referred from other providers, when needed.
- Provides education/prevention classes to community groups, faith-based communities, health fairs, etc.
- Provides direct harm reduction support for the program as needed.
- Ensures the program has adequate inventory for operations.
- Conducts drug residue sampling and information dissemination in accordance with procedures set forth by the Rapid Analysis of Drugs (RAD) program in partnership with MDH and the National Institute of Standards and Technology (NIST).
- Develops and maintains Bureau policies and procedures.
- Submits policies to the Bureau Director for approval.
- Ensures program-specific (and bureau-specific) policies, procedures, program manuals and standing orders (if applicable) exist, are reviewed annually and updated to reflect current requirements.
- Ensures that the programs operate within the allocated budget
- Works with the contracts unit to ensure contracts and purchase orders are completed as needed
- Reviews and approves invoices and purchases maintaining fiscal responsibility for the unit
- Reports budgetary needs to the Bureau Director
- Assigns and reviews the work of all staff, allied staff, students, and volunteers
- Evaluates work performance of staff, students, and volunteers
- Orients and trains new staff
- Provides professional leadership, guidance, and consultation
- Evaluates continuing educational needs for staff and volunteers
- Signs timesheets and approves leave requests
- Brings staffing needs to the attention of the Bureau Director
- Ensure peer support staff gain and maintain certification
- Provides Peer supervision to CPRS staff to fulfill their certification requirements, as needed
- Supervises, evaluates, and counsels assigned program staff according to COMAR regulations
- Maintains Registered Peer Supervisor certification
- Supervision of Subordinate Staff Approves leave requests and timesheets. Manages performance of staff by providing guidance, direction and completing semi-annual performance evaluations (PEPS).
- Addresses any performance issues in a timely manner and follows HR policies and guidelines when doing so.
- Facilitates staff development and training.
- Participates in the hiring process for vacant positions and onboards new employees. Provides onsite coverage as needed.
- Ensures that program data is accurate and submitted timely each month due by 3rd of each month and meets the State report requirements.
- Completes and submits quarterly and end of year performance measure reports.
- Assists grant monitor as needed with the program sub-vendors (Recovery Community Center, Wellness and Recovery Center, On Our Own of Howard County, NAMI Family Support, Grassroots Crisis Intervention Behavioral Health Crisis Center peer expansion, LBHA vendors, etc.) to answer questions and provide technical assistance as needed.
- Assures that the grant monitor conducts site reviews 2 times a year with the program sub-vendor
- Maintains a cooperative relationship and acts as the agency liaison
- Furnishes subject matter expertise to Health Department leadership, County offices and agencies, and the community as requested.
- Communicates with other agencies and other members of the health team regarding referrals for medical services and psychosocial needs of clients
- Collaborates on special projects in the community to provide Recovery Support and Harm Reduction education
- Participates in community planning and needs assessment related to Recovery Support and Harm Reduction Program services
- Represents Howard County Health Department at meetings of State and local communities regarding program and services
- Represents Howard County Health Department at community activities/events/outreach
- Possesses a broad understanding of HCHD services and can refer to other programs.
- Accepts responsibility for special projects as assigned
- Participates in necessary drills and exercises, responds to emergencies as appropriate, keeps abreast of policies and procedures in the program, bureau and department.
- Completes all required training.
- Participates in quality improvement efforts within the program.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university on a year-for-year basis for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.
