Main Purpose of Job
The primary purpose of this position is to conduct Child Protective Services Background/Adam Walsh background checks and other history searches for individuals seeking to work directly with children, in accordance with relevant laws. The role involves applying independent judgment to review and interpret child welfare history, ensuring that applicant information is complete and accurate.
POSITION DUTIES
Receive request forms from applicants via the MDBenefits portal, postal mail, submission page, and email, and ensure the information is accurate and complete.
Access CPS records through the Child Welfare database system, Client Information System (CIS), and MDBenefits Portal, and accurately interpret the narratives and codes to determine if an applicant has been found responsible for indicated child abuse or neglect.
Positive communication, oral and written is needed to assist applicants with their requests.
Utilize the CIS, the Child Welfare database system, and MDBenefits Portal to retrieve case-specific information needed to address questions and concerns.
Contact local departments for assistance when necessary and send appropriate response letters to applicants or designated individuals/agencies.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The Ideal candidate will possess the following:
One year of experience performing or processing background clearances or criminal history record checks
One year of experience using computer software such as Microsoft Office Suite (Word, Excel) or Google Workspace (Docs, Sheets) to enter, track, or report data
At least 30 college credit hours from an accredited college or university in Human Services, Criminal Justice, or a related field
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year
