Main Purpose of Job

The MD Capital Police (MCP) has two security processing centers with staff. This job will involve supervising employees at both locations. MCP is responsible for the issuance and integrity of the operation of a statewide ID card program, which is an integral part of the building security, employee protection, and building access control systems.

POSITION DUTIES

Duties for this position include but are not limited to:

- Supervise Administrative Specialist II employees, including scheduling, training, performance evaluations (PEPs), and conflict resolution.

- Manage the day-to-day operations of the Security Card Processing Centers.

- Oversee parking allocation to DGS-operated parking lots and garages, including processing requests, special permits, and issuing placards.

- Maintain the access control systems: authorize building access and maintain up-to-date ID coordinator records.

- Manage the SCPC email inbox, respond to inquiries, and ensure proper routing and communication.  

- Collect and document payments; maintain financial records in accordance with the DGS Fiscal Department.

- Develop and maintain procedures, spreadsheets, and databases to ensure compliance with COMAR and MCP policy.

- Provide guidance on customer service protocols and technological enhancements to improve center operations.

- Coordinate with state legislators, contractors, lobbyists, local government officials, and agency ID coordinators.

- Uphold professional standards and confidentiality while maintaining clear and effective communication.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

- Two or more years of experience in a Supervisory role.

- Experience in managing physical access control systems.

- Proficiency in software, including Genetec and Vanderbilt access systems, and digital ID card printing systems.

- Experience in a government or law enforcement agency is a plus.

- Knowledge of State of Maryland ID card and access procedures.

- Ability to collect and manage financial data securely.

- Strong customer service and interpersonal skills.

- Proficiency with computers and Microsoft Office Suite.

- Effective communicator via email, phone, and in-person with internal and external stakeholders.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

- Requires successful completion of access control system training within one year of being hired.

- May require travel to other Security Card Processing locations and overtime including weekends and holidays as needed.

SELECTION PROCESS

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
