LOCATION OF POSITION

Maryland Cannabis Administration, Office of Policy and Government Affairs/Division of Stakeholder Engagement, Linthicum, Maryland

Main Purpose of Job

This position will be responsible for supporting the efforts of the Maryland Cannabis Administration (MCA)'s Office of Policy and Government Affairs' (OPGA) Division of Stakeholder Engagement. This includes external communications, as this position will support and implement outreach and engagement strategies which build and sustain positive relationships with Maryland communities, stakeholders, and members of the general public, on behalf of the MCA. This position will also assist with policy research and analysis, as well as provide program support, as needed, in order to carry out the mission of the MCA.

Additionally, this position will be responsible for promoting equitable access, transparency and education around cannabis regulation and usage in Maryland. In order to promote and provide such education, this position will be responsible for developing outreach materials, along with preparing public-facing materials and presentations which address frequently asked questions (FAQs) and promote a greater understanding of cannabis-related policies and services. Furthermore, this position will be responsible for planning, coordinating and representing MCA at community meetings, town halls, and other related events, in order to gather feedback and disseminate information about cannabis laws, licensing, and programs. 

This position will require regular usage of independent judgement and analysis toward applying and interpreting rules and regulations, in accordance with agency laws and policies. Therefore, this position will be expected to possess strong written and oral communication skills in public engagement and/or policy settings. This position will also be expected to possess superior organizational skills, including a demonstrated ability to manage multiple projects, meet deadlines, and respond to diverse stakeholder needs.

MINIMUM QUALIFICATIONS

EducationGraduation from an accredited high school or possession of a high school equivalency certificate.

ExperienceSix years of administrative staff or professional work experience.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes; or overseeing or coordinating unit operations; or functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience in the cannabis industry, along with professional experience conducting quantitative data analysis.
The desired candidate should also have professional experience with community outreach and stakeholder engagement at the State and/or local level, including engaging with stakeholders about a new policy or program.

Additionally, the desired candidate should have professional experience involving cannabis policy and/or regulatory education, such as developing public-facing educational or informational materials; evaluating, analyzing and/or implementing policies and programs; and dealing with legislative and regulatory matters at the State and/or federal level.

Furthermore, the desired candidate should have an educational background and/or professional experience in Public Policy, Community Engagement, and/or Public Administration. Such experience includes coordinating and/or representing an agency or organization at community meetings, town halls, and/or public events. Such experience also includes building partnerships with community-based organizations, advocacy groups, and/or public officials. 

Finally, the desired candidate should have professional experience managing multiple projects and meeting deadlines.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
