The Maryland Health Benefit Exchange is responsible for the administration of Maryland Health Connection, the State's health insurance marketplace, under the Patient Protection and Affordable Care Act of 2010 (ACA). MHBE works with the Maryland Department of Health, Maryland Insurance Administration, Department of Human Services, and stakeholders statewide.

Main Purpose of Job

The Small Business Outreach Manager, under the general direction of the Director of Marketing, is responsible for the day-to-day development, strategy and implementation of the agency’s outreach to small businesses. This position establishes and cultivates relationships with state agencies, organizations and associations that oversee and include small businesses throughout the state. The outreach manager will use data and conduct research to identify opportunities and implement outreach for potential small business consumers of Maryland Health Connection. 

They will promote Maryland Health Connection and the programs and services it offers to small business owners who enroll employees, and work with the broker community to enlist support for small businesses. This position also works closely with internal and external stakeholders to translate business development opportunities to outreach strategies and educational activities directed to small business owners. They will identify opportunities and participate in events to promote Maryland Health Connection among key stakeholders.

POSITION DUTIES

40% Program Implementation
  • Attend conferences, forums and networking events to generate leads and create new statewide partnerships with small business leaders.
  • Identify and develop sponsorship opportunities, set up and table events to promote Maryland Health Connection among the small business community.
  • Create and present PowerPoints virtually and in person to promoteopportunities for small businesses to provide health coverage.
  • Make presentations to employees of small businesses that may be eligible for coverage through Maryland Health Connection.
  • Determine what type of communications are needed to promote the small business program, in coordination with the marketing and producer operations teams and small business program manager.
  • Create and maintain a list of partners to receive marketing materials, coordinate development and distribution to small business owners, producers and organizations.
  • Write email communications with marketing content targeted to small business stakeholders to build awareness and promote benefits of coverage through Maryland Health Connection.
  • Cultivate success stories of small businesses owners on the marketplace who are willing to participate in marketing efforts.


35% Business Development
  • Develop and maintain relationships with small business stakeholders for regular, direct communication to integrate messaging of Maryland Health Connection into partner marketing and outreach channels.
  • Meet regularly with small business owners, producers and organizations to create open lines of communication and gather feedback on effectiveness of tactics.
  • Monitor and report on the success of strategies.
  • Generate ideas and pitch the program to small business media outlets.
  • Work with the small business program manager to promote a preferred producer program and other initiatives to support small business recruitment.

25% Outreach Program Development
  • Work with the small business program manager to learn the goals of the small business program and be able to articulate and promote to small business owners, producers, organizations and associations.
  • In consultation with the Marketing Director, develop an outreach program to build awareness and increase enrollment of small businesses in Maryland Health Connection.
  • Establish and cultivate relationships with key stakeholders oforganizations such as Maryland Chamber of Commerce, Maryland Department of Commerce, Maryland Department of Transportation, Department of Labor and other agencies and associations to coordinate efforts to reach existing and new small businesses.
  • Coordinate with the Small Business Program Manager to evaluate and use data to develop outreach strategies and efforts to maximize the use of Maryland Health Connection as the place of choice for small business employer and employee health insurance.
  • Participate and present in meetings with the marketing team, producers, Small Business Manager, stakeholders and outreach partners and provide insight into small business outreach strategies.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience establishing and cultivating relationships to advance marketing outreach initiatives.
  • Excellent oral and written communication skills.
  • Experience with internal and external stakeholders to translate business development opportunities.
  • Experience attending conferences and creating presentations.
  • Experience in planning webinars, in-person events, conferences, and meetings to build and maintain partnerships with small businesses, trade organizations, and networks.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
