Main Purpose of Job

As a member of the Maryland Cannabis Administration (MCA), the cannabis regulatory agency, this position will be responsible for providing analysis on market data within the licensed cannabis business industry in the State of Maryland. This position will receive managerial supervision from the Deputy Chief of MCA's Office of Public Health, Data, and Education's Data & Analytics Unit. This position will also work closely with the Senior Data Specialist within the Data & Analytics Unit.

Both the licensing system (Salesforce) and the seed-to-sale tracking system (Metrc) will be used to leverage data from multiple sources. This position will be responsible for ensuring that both the data analysis and the conclusions are communicated via presentations, visualizations, and reports. Such communication will be used to aid MCA's Executive staff with drawing conclusions about industry trends and best practices, as well as aid with generating data-driven policy. 

Furthermore, this position will be responsible for collaborating with industry stakeholders and agency colleagues to contextualize industry trends, such as supply and demand trends, as well as resolve data quality issues, as needed. Finally, this position will be responsible for partnering with other State of Maryland agencies, including the Alcohol, Tobacco, and Cannabis Commission (ATCC), on the expanded analyses of markets.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes; or overseeing or coordinating unit operations; or functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience performing data and/or market analysis within a government agency and/or a highly regulated private industry (e.g., cannabis, alcohol, pharmaceuticals, finance). 

The desired candidate should also have professional experience using a programming language, such as R or Python, to develop statistical, econometric, and/or machine-learning models for forecasting and market analysis. 

In addition, the desired candidate should have professional experience designing and building interactive dashboards and reports using business intelligence tools, such as Tableau or Power BI.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
