By law, the Department of Juvenile Services is a child-serving agency responsible for assessing the individual needs of referred youth and providing intake, detention, probation, commitment, and after-care services.

Main Purpose of Job

The Socio-Economic Program Compliance Officer for the Department is to ensure the Department meets the requirements of the Maryland State Finance & Procurement Code Articles 14201, 14301, 14501, and 14601 and Code of Maryland Regulations (COMAR) 21.11.01, 21.11.03 and 21.22.13, which includes all statutory, regulatory and policy requirements of the Small Business Reserve (SBR), Minority Business Enterprise (MBE), and Veteran-Owned Small Business Enterprise (VSBE), Disadvantage Business Enterprise (DBE) and enhance our outreach program. This role is to maximize the inclusion of Minority Business Vendors participation in the Department’s contracting and procurements. This position will also support outreach efforts & support vendors' knowledge to pursue Maryland State MBE Certification, along with investigating and resolving discrimination complaints and monitor MBE prime and sub-contract compliance. This position will serve as an advisor to the Deputy of Support Services, Director of Procurement & Chief Contracting Officer within the Office of Contracts & Business Service and has a key role in the Department’s mandatory reporting to the Governor’s Office of Small, Minority, and Women Business Affairs (GOSBA) and the Board of Public Works (BPW).

This position requires up to 40% travel and is eligible for a hybrid telework schedule.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six (6) years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

● Three (3) or more years of Procurement experience

● Three (3) years of experience in MBE, SBR, and VSBE procurement or review of reporting

● Three (3) years of experience working with Microsoft Office Suite (i.e., Word, Excel, PowerPoint, Access, Adobe

● Knowledge of and/or experience with FMIS (or similar system)

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
