The Maryland Higher Education Commission (MHEC) is seeking to hire a Power BI (UI/UX) Dashboard Developer for the Aspen Institute’s Transfer Intensive (User Interface (UI) and User Experience (UX). MHEC has partnered with the Aspen Institute to implement a statewide transfer initiative called the Maryland Transfer Intensive. The Transfer Intensive is a statewide collaboration designed to significantly improve community college transfer outcomes. Over the next seven years, 25 public and state-aided institutions will coordinate efforts to boost attainment for those seeking bachelor’s degrees, expand equitable opportunities for Marylanders, and build on Maryland successes in community college transfer. Dashboards are central to tracking progress in the state.
The Power BI (UI/UX) Dashboard Developer will lead the development of interactive dashboards focused on transfer student metrics. This short-term contract role will support the agency’s efforts to increase transparency, monitor student mobility, and inform policies that improve transfer outcomes across the state.
The Power BI (UI/UX) Dashboard Developer will need strong UI/UX design skills to lead the development of interactive dashboards focused on transfer student metrics. This short-term contract role will support the agency’s efforts to increase transparency, monitor student mobility, and inform policies that improve transfer outcomes across the state.
The ideal candidate will be fluent in Power BI and user-centered design, capable of translating complex transfer data into accessible, engaging visual tools for policymakers, college leaders, and the public.
Term: Immediately until January 1, 2026.
Responsibilities (to be conducted in coordination with the Office of Research and Policy Analysis)
• Design and build dynamic dashboards in Power BI focused on transfer student outcomes,
• Apply UI/UX best practices to ensure dashboards are intuitive, navigable, and audience-friendly.
• Collaborate with agency data analysts and ORPA staff to understand data sources (e.g., student-level transfer files), clarify key metrics and definitions and refine dashboard goals and user needs
• Optimize dashboard performance and ensure scalability for future use.
• Incorporate filters, tooltips, drilldowns, and contextual explanations to make insights clear.
• Provide documentation and training to support ongoing use.
The position is contractual and will be compensated on an hourly rate (Administrator III, Grade 18 see requirements below). The position will require a 15 to 20 hour week commitment. The employee may work remotely but will be required to be physically in the office in downtown Baltimore intermittently through the term of the contract. This position is grant funded; work shall be completed by January 1, 2026.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
• Bachelor’s Degree in any related field.
• Advanced skills in Power BI Desktop, Power BI Service DAX, Power Query, and relational data modeling.
• Demonstrated skills in Stata, SQL, Python, or R for data preparation or statistical analysis prior to visualization.
• Strong portfolio demonstrating expertise in UI/UX design for data dashboards based on large datasets.
• At least 1 year experience visualizing education or public policy data, ideally with a focus on higher education data (IPEDS, National Student Clearinghouse, or state administrative datasets).
• Proven ability to present complex information clearly to both technical and non-technical users.
• Strong collaboration, time management, and communication skills.
• Able to work independently and meet deadlines with minimal supervision.
• Familiarity with higher education topics.
• Prior work with state agencies, public institutions, or nonprofit research organizations
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
