Introduction



Alcohol, Tobacco, and Cannabis Commission (ATCC) is tasked with regulating the alcohol and tobacco industries and enforcing illegal alcohol and tobacco activities in Maryland. The ATCC also supports the Maryland Cannabis Administration (MCA) and the legal cannabis industry by conducting inspections and taking enforcement actions when appropriate. The mission of the ATCC is to advance public safety, support economic growth, and reduce public harm by promoting the responsible sale and consumption of alcohol, tobacco, and cannabis products through consistent and predictable administration and enforcement of laws and regulations, as well as the strategic integration of process management, functional expertise, and the study of operations and administration of similar laws in other states and countries. This position supports the entire agency’s fiscal and budget operations.

Main Purpose of Job

This position serves within the Alcohol, Tobacco and Cannabis Commission’s Fiscal Services Section and supports the agency’s budget, finance, accounting and procurement functions. This position reports to a program manager to ensure the day-to-day fiscal and accounting processes of the State are being implemented and adhered to. The incumbent will interact with a program manager and other agency leadership for the purposes of monitoring, tracking and advising on agency expenditures. The incumbent will additionally work with the Department of Budget and Management on budget preparation and submission.

POSITION DUTIES

       Requires a degree of expertise and independence in State agency fiscal processing and accounting.

       As the primary “bookkeeper,” receives and maintains filing system of financial records, including quotes, invoices, receipts, and memos

       Enters all payments, deposits, and other journal entries within the State’s financial management information system (FMIS), per General Accounting Divisions (GAD) policies.

       Assists the program manager and other agency leadership with the preparation and submission of annual budget requests.

       As “timekeeper”, reviews and enters summary payroll data for each contractual and regular time period and provides reminders and assistance to employees in entering timesheets

       Assists with monthly reconciliation of Accounts Receivable and Corporate Purchasing Card Expenditure

       Tracks and conducts analysis of expenditures throughout the agency to contribute to budgeting policy and other management decision making. 

MINIMUM QUALIFICATIONS

Applicants must meet all of the following minimum qualifications to be considered:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualifications are preferred.

  •        Coursework, training or education in finance, public administration, accounting, economics or a related field.
  •        Two (2) or more years of experience working in a federal, state, or municipal government finance, accounting, or budget unit.
  •        Two (2) or more years of experience reviewing, entering, or approving journal entries, purchase orders, and State, federal, or local agency expenditures or transactions.
  •        Two (2) or more years of experience with one or more State of Maryland budget, finance, and accounting tools (FMIS, R*Stars, BARS, ADPICs, etc.) or comparable relevant software.
  •        Demonstrated competency in Microsoft Excel and / or other data management and analysis software.
  • Demonstrated competency in entering, processing, or reviewing journal entries, financial transactions, agency transmittal or other budget/accounting processes

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
