Introduction

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

This position offers a salary range of $70,743 - $99,889, with potential for advancement up to $110,288 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $99,889.

Main Purpose of Job

The OAG is seeking a detail-oriented, mission-driven professional to serve as an Investigator within the Consumer Protection Division (CPD), supporting both the Enforcement and Registration Units. This is a unique opportunity to play a vital role in protecting Maryland consumers by investigating unfair, abusive, or deceptive trade practices and ensuring that restitution is distributed to those harmed.

The CPD enforces the Maryland Consumer Protection Act and related statutes, addressing illegal business practices involving consumer goods, services, real estate, credit, and debt collection. Through investigations and legal action, the Division works to stop unlawful conduct, secure restitution for affected consumers, and deter future violations. The Division is staffed by approximately 36 Assistant Attorneys General and more than 40 professional staff, including investigators, analysts, and support personnel.

This Investigator position will focus on administering claims procedures to distribute restitution recovered through enforcement actions, while also performing the Division’s traditional investigative duties. Responsibilities include preparing and sending correspondence to claimants, coordinating with the state’s Comptroller to process payments, and managing the end-to-end restitution process.

POSITION DUTIES

In collaboration with seven other investigators and over 20 Enforcement Assistant Attorneys General, the Investigator will:

  •  Conduct investigations into potential violations of Maryland consumer protection laws
  •  Interview witnesses and gather evidence
  •  Provide litigation support to attorneys
  •  Testify in enforcement proceedings
  •  Monitor settlements and final orders in internal databases
  •  Oversee claims processes to identify injured consumers
  •  Manage the distribution of restitution to consumers harmed by unlawful practices

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have:

  • Bachelor's degree from an accredited college or university and experience 
  • Five years of relevant experience conducting complex investigations, as a civil or criminal investigator, paralegal, auditor, fraud examiner, and/or a data analyst    
  • Proficiency with Microsoft Office applications and database systems; familiarity with digital evidence management or research software 
  • Ability to communicate effectively with the public


LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
