Introduction

The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State's legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government.  The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland's 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

This position offers a salary range of $70,743 - $99,889, with potential for advancement up to $110,288   based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $99,889.

Main Purpose of Job

The OAG’s Consumer Protection Division is seeking an experienced and motivated Investigator to provide direct support to the Assistant Attorneys General in the Consumer Protection Division’s enforcement and registration units. These units enforce the Consumer Protection Act and related statutes addressing unfair, abusive, or deceptive trade practices in connection with the offer and sale of consumer goods, services, and credit. The Investigator will support the Opioids Enforcement Unit and will also assist with other investigations across the Division. The Opioids Enforcement Unit focuses on investigating and supporting enforcement actions related to the manufacture, distribution, and marketing of opioid products, as well as monitoring compliance with opioid-related settlements. 

The Investigator will work with the Division’s Chief Investigator, Opioids Enforcement Unit’s Assistant Attorneys General and Unit Chief, and other Division attorneys, investigators, and staff. This position will play a key role in supporting attorneys in enforcement proceedings and consumer protection matters. This position provides an opportunity to work on impactful cases to protect Marylanders. 

POSITION DUTIES

 Key Responsibilities:  

Obtain, compile, and maintain evidence; 
Interview and take statements from consumers and other witnesses; 
Serve subpoenas and other documents; 
Find documentary evidence, including through electronic sources of data; 
Review, analyze, and report upon information or evidence uncovered or obtained during investigations; 
Draft investigative reports, affidavits, and other necessary documents for enforcement proceedings; 
Prepare and organize exhibits; 
Testify in enforcement proceedings. 

This role requires excellent analytical skills, keen attention to detail, the ability to handle multiple complex investigations, and the capacity to manage confidential or sensitive information with discretion and good judgment.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:
Bachelor’s degree from an accredited college or university.
Minimum of three years of experience in investigative work, criminal or civil investigations, regulatory compliance, paralegal practice, or a closely related field.
Knowledge conducting complex investigations involving healthcare providers, pharmaceutical manufacturers, distributors, or other entities subject to state or federal regulation is highly desirable. 
Knowledge of issues related to opioid distribution, prescription drug monitoring, or public health enforcement is a plus.
Proficiency with Microsoft Office applications and database systems; familiarity with digital evidence management or research software. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
