Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Land Acquisition and Planning. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The main purpose of the position is to administer, as directed by the Land and Property Management Supervisor and/or the Associate Director of Land and Property Management, the statewide Land and Property Management (“LPM”) program within Land Acquisition and Planning of the Maryland Department of Natural Resources ('DNR'). This position administers and coordinates all designated real estate transactions for all units of DNR (Wildlife, Forestry, and Parks, Fisheries, etc.) encompassing the real property and improvements managed by DNR. This includes preparing and processing of the following types of real property transactions: all lease agreements (long-term, special project, office space, residential, agricultural, and communications towers/antennas); all types of easements (utility, access, and some conservation) and related documents such as rights of entry; intra/inter agency agreements and all other real property transactions (razings, sludge contracts, etc.) and other lease related functions. This position must work with other teams within the Land Acquisition and Planning unit and with various units within and outside of the Department, including the Department of General Services for presentation of projects to the Board of Public Works.

POSITION DUTIES

The Department of Natural Resources (DNR), Land Acquisition and Planning (LAP) unit, located at the Tawes State Office Building, Annapolis, Maryland, is currently accepting applications for a Land and Property Management Program Administrator II. LAP works to manage and administer leases and easements across DNR-owned lands, including state parks, forests, wildlife management areas, and fish hatcheries.

The main purpose of the position is to administer, as directed by the Associate Director of Land and Property Management, the statewide Land and Property Management (“LPM”) program within Land Acquisition and Planning of the Maryland Department of Natural Resources ("DNR"). This position administers and coordinates all designated real estate transactions for all units of DNR (Wildlife, Forestry, and Parks, Fisheries, etc.) encompassing the real property and improvements managed by DNR. This includes preparing and processing of the following types of real property transactions: all lease agreements (long-term, special project, office space, residential, agricultural, and communications towers/antennas); all types of easements (utility, access, and some conservation) and related documents such as rights of entry; intra/inter agency agreements and all other real property transactions (razings, sludge contracts, etc.) and other lease related functions. This position also works closely with leaseholders including individuals, tenant farmers, non-profits, corporate entities, other groups, and the general public.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants not using a substitution to meet the minimum qualifications, must have two years of experience with lease administration and working with diverse stakeholders. (*job duties must be clearly described in your application to receive credit)

DESIRED OR PREFERRED QUALIFICATIONS

  • Two (2) years’ experience working for or with lease management or property management with a governmental entity.
  • Two (2) years’ experience with programmatic software related to property management.
  • Two (2) years’ experience drafting property management documents for or under the supervision of an Attorney.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
