POSITION DUTIES

The individual in this position will serve in an acting capacity when the director is unavailable. On a daily basis the incumbent directly oversees the operation of the Office of Property and Fleet Management to include the purchase, disposal and maintenance of a fleet of over 1,000 vehicles and coordinates annual reporting of a fixed asset inventory with a value in excess of 4 billion dollars. This is accomplished through a network of approximately 23 fleet administrators and 53 property/accountable officers and 5 subordinate staff. The incumbent is also responsible for the compiling the annual insurance survey to report the value of DPSCS assets (fixed assets, IT hardware, land, buildings, improvements) to the Insurance Administration of the Treasurer's Office.

Position duties include but are not limited to:
  • Establish Department of Public Safety and Correctional Services (DPSCS) policies that ensure compliance with Department of Budget and Management, Maryland Department of General Services and other DPSCS policies
  • Assist with the creation of the annual budget for the purchase of new motor vehicles
  • Oversee the assignment of State vehicles assigned to individuals insuring all Department of Budget and Management policies on commute charges, exemptions and Internal Revenue Service requirements are met
  • Provide training on motor vehicle accident investigations and reporting designed to identify the causative factor and recommending corrective action to prevent further instances to improve the safety and security of DPSCS personnel, those in custody and visitors
  • Act as the liaison for the State of Maryland "Driving Force for Safety" program
  • Review inventory control accounts for the consolidated agencies of DPSCS to ensure all control accounts are reconciled on a quarterly basis comply with Maryland Department of General Services and DPSCS policies
  • Oversee and monitor the annual inventory of DPSCS assets as well as material and supplies to be in compliance with Department of Budget and Management policies and requirements of the State's Finance and Procurement Article
  • Perform in acting capacity as needed

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications
  1. One year of supervisory experience
  2. Experience creating and managing annual budgets
  3. Experience monitoring department inventory

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
