Main Purpose of Job
The main purpose of the Bulk Fuel Compliance Specialist (BFCS) is to maintain and update a bulk site spreadsheet that includes the site addresses, contacts, tank information, and State and Federal Compliance.
The BFCS confirms bulk deliveries by auditing ten (10) random deliveries per month and informing the Bulk Fuel Contractor of any discrepancies. The BFCS breaks down the monthly Rebate Report into fuel type, county, and agency use. They compile the data to produce quarterly and annual reports.
The BFCS serves as the Assistant Accountable Officer and will assist the Fleet Manager as necessary. The BFCS also assists the inventory group with moving inventory and taking annual inventory as needed.
POSITION DUTIES
Duties for this
position include but are not limited to:
- Maintain an up-to-date
Bulk Fuel Spreadsheet of bulk sites, contacts, financial contacts, addresses,
and tank information.
- Review and break down
the Bulk Contractor's monthly rebate report into fuel by used by agency, fuel
type, and county.
- Perform and track
monthly bulk invoice checks for accuracy and report any discrepancies to the
vendor and management.
- Assist in the
development, coordination, and oversee audit procedures for the purposes of
monitoring and detecting noncompliance by the contractor or users of the
contract. If noncompliance is detected, recommend a solution and follow up to
ensure that the noncompliance issue is resolved.
- Assist in the
development and coordination of compliance training and education programs for
all users of the Statewide Fuel Contract.
- Assist in the
development of policies, processes, and procedures.
- Assist customers with
invoices, deliveries, and fuel inventory.
- Conduct site visits as
necessary.
- All other duties
assigned.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.
- Current employment with the Department of General Services, Business Enterprise Administration is preferred.
- Strong skills in Microsoft Office applications (Word, PowerPoint, and Excel).
- Experience collecting, compiling, and organizing data and/or information.
- Experience tracking fuel usage and inventory for audit purposes.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
