Introduction

As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES
The main purpose of this position is to serve as the Deputy Facilities Manager for the Division of Rehabilitation Services Facilities Operations Branch, including facility and security oversight and management for the Workforce and Technology Center (WTC), a 24-hour comprehensive vocational rehabilitation facility, DORS headquarters, 23 field offices and the Disability Determination Services. Duties include supervision of DORS Security and facility operations for the DORS/WTC complex, training, and policy and procedures development. Responsibilities also include contract management for outsourced facilities services, risk management, and the Agency’s Continuity of Operations Plan.
- Assist the Facilities Operations Manager in the management, coordination and monitoring of branch activities and operations at the Workforce and Technology Center (WTC) and statewide facilities.
- Coordinate and monitor facility services operations at WTC.
- Coordinate and monitor contracts for facility services.
- Evaluate the efficiency and effectiveness of facility operations at WTC.
- Coordinate with various State Agencies on resolution of facility security, safety and maintenance issues.
- Develop and provide training to all offices relative to security matters and other emergencies.
- Supervision of the Security Unit at WTC.
- Conduct security assessments of DORS facilities and make recommendations to improve security and safety for DORS staff, consumers and visitors.
- Collaborate with the Baltimore City Police and Fire Departments in emergency situations.
- Coordinate with Morgan State University Police on area safety and security matters.
- Perform follow-up investigations on any suspected thefts, violations of criminal and/or civil laws, or accidents.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS
- One year of work must include supervision of security or emergency management personnel.
DESIRED OR PREFERRED QUALIFICATIONS
- Professional work experience in property/facility and lease management
- Professional work experience in emergency management
