Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

POSITION DUTIES

This position will be responsible for the management of an investigative team within the Regulatory Licensing and Investigations Division. This position will be responsible for the oversight of a team of investigators tasked with conducting in-depth investigations relating to applications for the following licenses: Video Lottery Operator, Principal Entity Disclosure, Institutional Investor Waiver, Manufacturer, Contractor, Principal Employee, Temporary Principal Employee, Gaming/Wagering Employee, Temporary Gaming/Temporary Wagering Employee, Non-Gaming/Non-Wagering Employee, Sports Wagering Facility, Sports Wagering Facility Operator, Sports Wagering Institutional Investor, Sports Wagering Principal Entity, Mobile Sports Wagering, Online Sports Wagering Operator, Sports Wagering Contractor, Instant Bingo Facility, Instant Bingo Facility Principal Employee, Instant Bingo Facility Manager, and investigations relating to the renewal of the above listed licenses for timeliness and accuracy.

  • Examines and analyzes the following: FBI/CJIS fingerprint records, ACCURINT reports, MD Judiciary Case Search results, other states' Judiciary Case Search results, PC Link query results and SAVE query results.  
  • Examines and analyzes Experian credit reports, financial documents, accounting records, bank statements, computer records and other relevant documentation in order to make a recommendation regarding an applicant's suitability for licensure in accordance with Maryland Gaming and Sports Wagering Laws, COMAR Regulations and Division Policies.
  • Conducts a thorough review of completed investigations ensuring that investigative reports are thorough and accurate, all documentation has been uploaded into eLicensing, the appropriate recommendation is made regarding the approval, denial, or termination of an application for non-compliance, and the completed investigation is suitable for presentation to the Commission, Administrative Law Judge or Court of Law.
  • Monitors Licensing Specialists and Assistant Manager's caseloads to ensure efficiency, accountability and the timely submission of completed investigations.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Six years of administrative staff or professional work. 

Notes: 
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience. 
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Law enforcement experience conducting in-depth investigations. 
2. Experience supervising a group or team of employees. 
3. Strong writing and communication skills. 
4. A comprehensive knowledge of Maryland Gaming/Sports Wagering Laws and COMAR as it pertains to conducting in-depth investigations to determine an applicant’s suitability for licensure. 
5. Previous experience with licensing regulations in a gaming jurisdiction.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
