Main Purpose of Job

The main purpose of this position is to serve as the Director of Administration (DoA) for the Talbot County Department of Health (TCHD). This position provides oversight to the administrative departments that support the services delivered by TCHD. The position supports the Deputy Health Officer (DHO) and Health Officer (HO) in their leadership of TCHD in pursuit of its mission to preserve, promote, and protect the health of all Talbot County residents.

The Director of Administration is a supervisory level position and reports to the DHO. The position supports the DHO by developing, implementing and evaluating organizational procedures and systems that support TCHD's goal of community health improvement. The Director of Administration assists the Deputy Health Officer and Health Officer, and other members of the executive staff team to implement the Strategic Plan, Workforce Development Plan, Continuous Quality Improvement (CQI) Plan, and other TCHD Goal Setting Efforts. 

The Director of Administration is responsible for the direction, management, and supervision of day-to-day office operations. In this capacity the Director of Administration oversees the following activities: 
  1. Front Desk Operations 
  2. Clerical Support Team including Interpreter/Translator 
  3. Procurement 
  4. Contracts 
  5. Facilities 
  6. Inventory 
  7. Insurance Credentialing 
  8. Vital Records maintenance and compliance 
  9. Medical Assistance Transportation Program (MA Trans) 
  10. PHI 
 Additional duties include:
  • Serve on appropriate committees and task force as assigned 
  • Ensure coordination of activities between programs 
  • Participate in agency accreditation

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience with accounting and/or budgeting.
  • Experience with supervising and monitoring staff.
  • Experience with preparing annual budgets and budget projections.
  • Experience with cost allocation plans and monitoring expenditures that are posted using the correct costing allocations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
