Introduction

LOCATION OF POSITION

This position is emergency essential, on a rotating shift and must have flexibility to work various day and/or night shifts

Main Purpose of Job

The purpose of this supervisory position is to assist the Food Quality Assurance program manager in overseeing, managing, and coordinating the Poultry/Rabbit Processing, Organic, and Good Agricultural Practices sub programs by planning, organizing, implementing, administering, and supervising the interpretation and application of State and Federal regulations, policies, and procedures. To assist the program manager in managing and supervising employees with higher level duties.

To protect and inform Maryland consumers and provide a level playing field for industry by interpreting regulations, implementing enforcement actions, and providing technical assistance that effectively promote compliance with the requirements of Food Quality Assurance's subprograms.

POSITION DUTIES

Trains, directs, coordinates, and evaluates the work of 6 Agricultural Inspectors, 2 Administrator, and 1 Administrative Officer to provide efficient and effective services related to the poultry/rabbit processing, Organic, and GAP to promote the orderly marketing of agricultural commodities in compliance with State and federal regulations and requirements and provide coaching: and counseling.

Assigns inspections, audits, and other necessary program activities (i.e. initial reviews, final reviews, material reviews, label reviews, etc.) for Agricultural Inspectors, Administrative Officer, and Administrators to ensure compliance with program requirements.

Develops and implements program administrative policies, operating procedures and rules and regulations that meet program needs and are in compliance with State, Federal, and/or Departmental laws and/or requirements.

Assists in the implementation of the Good Agricultural Practices, Poultry and Rabbit Processing, and Organic subprograms by providing technical assistance to inspectors. Issuing potential regulatory action letters of explanation or warning and instructing employees to conduct follow-up inspections. Completing reports for cooperative agreements with USDA.

Reviews policies and procedures, documents submitted by operations (i.e. Food Safety Plans, OSPs, inputs, labels, SOPs, etc.) for compliance, conducting initial reviews of documents, if required. Reviewing inspection and audit reports for compliance and completing final reviews, if required. Monitoring program's compliance and corrective actions and making certification decisions, issuance of non-compliances and other appropriate adverse actions.

Represents the Department at general staff meetings, and meetings of commodity groups, trade groups, national organizations and federal, state and/or local government officials to advise regulated industries and interested parties on current regulations and programs. Serve on federal and/or National committee or Boards to develop and promote national standards for regulated commodities.

Effectively communicates with MDA supervisors and other MDA employees, industry personnel/management, federal supervisors, consumers, etc. concerning regulations, procedures, and non-compliances.

Review documents, regulations, procedures updates, memos, etc. from Maryland Department of Agriculture, United States Department of Agriculture and other agencies and initiate action to implement as required.

Successfully complete training as required to maintain professional skills and meet programs continuing education requirements.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience reviewing comprehensive systems plans for compliance with regulations specific to agricultural or food safety.

Experience conducting audits, reviews, and inspection for compliance with state and federal laws.

Experience conducting training and providing technical assistance to agricultural producers or businesses subject to state or federal regulations.

LIMITATIONS ON SELECTION

This position is limited to current permanent and contractual employees of the Maryland Department of Agriculture, and also to temporary employees from an external employment agency who are currently assigned to work at the Maryland Department of Agriculture.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
