Main Purpose of Job

The Natural Resources Planner II (Project Manager) will assist with reviewing and managing Water Quality Certification (WQC) requests, Coastal Zone Management Act (CZMA) consistency determinations, and National Environmental Policy Act (NEPA) reviews for the Regulatory and Customer Service Division of the Water & Science Administration within the Maryland Department of the Environment (MDE). The incumbent will also assist in the development and implementation of policy and regulatory changes and updates to statutes and regulations that affect the Wetlands and Waterways Protection Program (WWPP). The incumbent will be responsible for educating and coordinating with other government agencies, other levels of government, and the general public. 

The Natural Resources Planner II will be responsible for planning, tracking, and leading reviews for 401 WQC, CZMA, and NEPA, as well as assisting with legislative and regulatory updates and associated activities. The project manager also helps to ensure that important information is collected and reported for the CZMA semi-annual report and other Programmatic reporting required through grants or legislation.

The working conditions of this position involve exposure to uncomfortable or unpleasant surroundings. Work may involve visits to sites in all kinds of inclement weather in wetlands, waterways, and other project sites. Work involves exposure to hazardous conditions which may result in injury. The work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. This position also requires the use of protective equipment such as goggles, gloves, masks, etc. during site visits.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: One year of experience in natural resources planning or applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
