Main Purpose of Job

The Natural Resources Planner III will function as the lead wetland reviewer for designated counties in the Eastern Region of the Tidal Wetlands Division of the Water & Science Administration within the Department of the Environment. The incumbent in this position will be guided by the requirements and mandates established in the Code of Maryland Regulations Title 26, Subtitle 24, Tidal Wetlands Regulations; Code of the Public General Laws of Maryland Title 16 Wetlands and Riparian Rights and the Water Quality Certification requirements of the Water Quality Regulations. In this capacity, the incumbent will render permit decisions, represent the Department in a variety of forums, make recommendations on program development and planning projects. The Incumbent will be responsible for educating and coordinating with other government agencies, other levels of government and the general public.

The Natural Resources Planner III will be responsible for the review of regulated activities impacting jurisdictional wetlands, regulated critical area buffers, water quality certification and administering the Army Corps of Engineers Maryland State Programmatic General Permit. The incumbent will assist in the development and implementation of policies relative to the regulation, management and restoration of tidal wetlands and the Water Quality Certification program.

The working conditions of this position involve exposure to uncomfortable or unpleasant surroundings. Site visits may be conducted in all kinds of inclement weather in marshes, waterways, and along exposed tidal shorelines. Work involves exposure to hazardous conditions which may result in injury. Site visits along shorelines usually involve walking on uneven terrain. The work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. This position also requires the use of protective equipment such as goggles, gloves, masks, etc. during site visits.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Three years of experience in natural resources planning or applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences for up to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
