Main Purpose of Job

This position provides a complete range of administrative and secretarial support duties to the Executive Director, Command Staff and all sworn and civilian personnel assigned to the Criminal Intelligence Section and Maryland Coordination and Analysis Center (MCAC) personnel. The position provides the skills necessary for the enhancement of the unit’s efficiency enabling the MSP and MCAC to fulfill the mission. The MCAC is composed of multiple agencies, which includes: the Maryland State Police (MSP), University of Baltimore (UB), Federal Bureau of Investigation (FBI), Prince George’s County PD, Baltimore County PD, Baltimore City PD, Montgomery County PD, Annapolis PD, Anne Arundel County PD, Howard County PD, Maryland Transportation Authority PD, Department of Natural Resources PD, Alcohol Tobacco & Firearms (ATF), Department of Homeland Security (DHS), Department of Public Safety and Correctional Services (DPSCS), Motor Vehicle Administration (MVA), Saint Mary’s County Sheriff’s Office, Calvert County Sheriff’s Office, Army National Guard, and Parole and Probation.

POSITION DUTIES

Duties include but are not limited to:

  • Maintain the Maryland Coordination and Analysis Center’s (MCAC) budget spreadsheet of $21,000,000.00;
  • Update expenditures received from various sources to include procurement of goods & services, bill payment, expense submissions, etc.;
  • Set up bi-weekly budget meetings, invite budget team, maintain notes and follow up on action items;
  • Review of requisitions being submitted for processing for the budget team’s approval;
  • Develop reports for forecasting and result analysis to improve operational and financial effectiveness from MCAC operating budget perspective;
  • Generate requisitions for supplies, trooper needs, special orders for supplies and equipment based on requests which include appropriate quotes and other documentation;
  • Recruitment – to include contacting candidates, scheduling interviews, creating interview packets and providing follow up with the Human Resources Department once final decision is made;
  • Determines compliance with federal, State and local policies and procedures related to business, fiscal and operational accountability;
  • Provides financial reports for monthly, quarterly and annual requirements from a variety of agencies including the Department of Homeland Security and all grant management agencies;
  • Provide weekly, monthly, quarterly and annual reconciled and projected budget status reports and;
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

It is important that you include clear and specific information on your application regarding your qualifications.

  1. Experience managing grants?
  2. Experience with Microsoft Suite (i.e. Word, PowerPoint, Excel) to include advanced skills in Excel?
  3. Experience with presenting to management and executive level staff - including civilian and sworn staff?

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, candidates for position in this classification may be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees. The list will be valid for one year.

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position.
