This position works on a compressed work schedule from 6:30 am to 5 pm, Tuesday through Friday and has free parking available on site.

Main Purpose of Job

The primary responsibility of this position is to function as the Agency Timekeeper and Payroll Administrator for the 250 merit and contractual employees and over 5000 Maryland National Guard members. This position will work in conjunction with the HR Coordinator in Workday to ensure there is a seamless processing of all Workday transactions that impact payroll, including leave events, leave balance adjustments, and one-time payments.

This position will ensure that all timesheets are completed accurately, submitted, and approved by supervisors prior to the review and certification by the Agency Payroll and Timekeeping Administrator Supervisor. This position will maintain Workday profiles for all National Guard members and will ensure they have timely payments when on State Activation.

POSITION DUTIES

Including but not limited to:

  • Ensure the completion and submission of all MMD timesheets.
  • Process leave events, one-time payments, and reconciling leave balances.
  • Process payroll reports in a timely manner (No Time Entered, Unsubmitted time, etc.)
  • Ensure all laws, regulations, policies, and procedures are followed as it relates to leave usage and time sheet submission and approval.
  • Assist with conducting training and employee onboarding in the areas of payroll and timekeeping.
  • Ensure Guard members are paid accurately and timely during State Activations.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience with performing the role of timekeeper in Workday.

One year experience processing state payroll (to include FMIS).  

Proven Excel and/or Google sheets experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
