Main Purpose of Job

This position serves as a Document Redaction Specialist for the Department, supporting both the Office of Legal Counsel and the Analysis and Transparency Section of the Planning and Research Division. The position is in line with the Department's mission in that it will serve the people of Maryland in a manner that provides the highest quality of customer service while promoting public safety and government transparency.

POSITION DUTIES

Manages a PIA Caseload. Screens, records and assigns public information (PI) requests for processing. Manages a caseload of PI requests by collecting and redacting departmental records in accordance with state and federal law.


Assesses and collects processing fees and disseminates records to the public. Manages the data input and monitors department compliance.



Collects and Redacts Court Related Documents as identified by the Office of Legal Counsel, to include but not limited to subpoenas served on the Department and/or documents related to litigation.



Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work. 

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:



1. Experience redacting court or confidential paperwork



2. Experience processing requests submitted under the Public Information Act (PIA)



3. Familiarity with document management systems and digital redaction tools (e.g., Adobe Acrobat Pro or similar).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Candidates for positions in this classification will be subject to a complete criminal background investigation and polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.



2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED OR QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.
