Introduction

The Maryland Department of Labor is accepting applications for the position of Administrative Specialist III. In coordination with the senior management and board administrators this position provides administrative support to the Mechanical Licensing Board of heating, Ventilation, Air-Conditioning and Refrigeration, Board of Plumbing, Board of Electrician, Board of Stationary Engineers, Elevator Safety Review Board, the Locksmith Program.  This role serves as collaborator and primary back up for board administrators to support applicants, licensees and stakeholders to ensure compliance with state regulations and department policies.

Main Purpose of Job

The main purpose in coordination with the senior management and board administrators this position provides administrative support to the Mechanical Licensing Boards, ('boards') including the Board of Heating, Ventilation, Air-Conditioning and Refrigeration, Board of Plumbing, Board of Electricians, Board of Stationary Engineers, Elevator Safety Review Board, the Locksmith Program. This role serves as collaborator and primary back up for board administrators to support applicants, licensees and stakeholders to ensure compliance with state regulations and department policies. Ensures the effective and efficient administration of board operations by supporting the documentation, data management, correspondence, and other operational tasks Participates in the formulation, establishment or modification of Board goals and Objectives through analysis of alternatives, trends, available resources, and projected programs needs. Participate in the Board planning process by developing forecasts, proposals, procedures and outreach for orderly growth and expansion of the Board's. POSITION DUTIES

Duties may include, but not limited to:
  • Manages the daily activities of the boards as it relates to records management including scanning and uploaded records into the Boars AS4000 database or other records management tools as needed. 
  • Assist in the application review and licensing processes, ensuring all material is complete and compliant with laws and regulations. Support the preparation of reports, presentations and other materials for board meetings and executive review. Collaborate with department management to implement procedural improvements and enhance board operations. Ensure compliance with departmental policies and provide logistical support for board initiatives.
  • Responds to correspondence and contact with board by applicants, licensees and citizens, and other State agencies in reference to Board files and records request.
  • Coordinates with the Boards Executive Director, Investigator and Complaints Manager to assist in administration of complaints.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work. 

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Customer Service Experience 

Experience and knowledge of Mechanical trades 

Experience with Microsoft office and Google Suite 

Experience with multi-tasking and prioritize work

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DL/DUI) to determine whether any monies are owed to DL/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
