Main Purpose of Job

To supervise, coordinate, and perform building maintenance, repair, and construction activities for Maryland State Police facilities statewide, including work in plumbing, carpentry, electrical, HVAC, locksmithing, painting, welding, and related trades. Additionally, this role will manage subordinate staff and contractors across multiple trades and ensuring work is completed in compliance with codes, safety standards, and project specifications.

POSITION DUTIES

Organizes, assigns, and inspects maintenance, repair, and construction work performed by state personnel and outside contractors across multiple trades, including HVAC, electrical, plumbing, masonry, and carpentry.


Supervises skilled and semi-skilled trades staff; provides training, evaluates performance, recommends personnel actions, and enforces workplace safety and conduct standards.


Evaluates staff performance, writes job observations, and performs
and documents Performance Evaluation Program (PEP) reviews with subordinates.


Addresses submitted tickets for maintenance repairs and issues, and
responds to written and verbal requests for maintenance service.


Conducts regular facility inspections to assess infrastructure condition, identify hazards, and schedule preventive maintenance.

 

 Oversees vendor coordination for contracted work; reviews invoices
and job performance for compliance.


Develops job scopes and specifications for both in-house work and contracted services; ensures work is executed in compliance with code, safety standards (e.g., OSHA, MOSH), and agency expectations


Estimates and orders construction materials required for assigned
maintenance and renovation projects.


Manages the requisition of materials, tools, and supplies; verifies receipt and quality; ensures inventories are properly maintained

 

Assists the Administrator Ill Operations as needed to support
divisional planning, reporting, and project execution.


Responds to emergencies after hours and makes operational decisions to protect life safety, minimize damage, and restore functionality.


Performs advanced-level repair and diagnostic work in one or more
trades, including HVAC troubleshooting, electrical system repair, plumbing system maintenance, and structural/carpentry renovations.


Diagnoses and corrects complex building system malfunctions, including controls, distribution systems, and equipment-level faults.


Interprets and updates technical drawings, schematics, wiring diagrams, and construction plans to perform and oversee accurate installations or modifications.


Leads specialized or high-complexity projects that require trade mastery, cross-discipline coordination, or in-field judgment beyond routine repairs.


Operates advanced diagnostic tools and trade-specific equipment to test, commission, or verify system performance and safety compliance.

 

Operates agency-owned heavy equipment such as backhoes, Bobcats, and pickup trucks as necessary for project and facility needs.


Performs snow removal duties using designated equipment during
winter weather events, ensuring facility access and safety.


Interacts with agency staff, vendors, and external partners to
determine maintenance needs and service priorities.


Responds to emergency call-outs and urgent maintenance situations during and outside of regular work hours.

 

Maintains professional and courteous communication with stakeholders and building occupants.


Performs all other assigned duties necessary to support the safe, efficient, and reliable operation of Maryland State Police facilities.

MINIMUM QUALIFICATIONS

Education:   Eighth grade.

Experience: Two years of experience in the building maintenance or building construction trades including one year of experience assigning, reviewing and approving the work of other building maintenance or building construction workers.

Note: Candidates may substitute U.S. Armed Forces military experience at a rank of Corporal/Petty Officer or higher, as a non-commissioned officer in utilities classifications or mechanical maintenance management specialty codes in utility systems repair, on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. It is important that you include clear and specific information on your application regarding your qualifications.

 

 

Preferred Qualifications:

 

1.     Experience managing and coordinating vendors

2.     Experience in the trades of HVAC, Plumbing, or Electricity

3.     Experience in a supervisory role

4.     Experience managing multi-site operations within a regional territory

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification.  Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be place on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED OR QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
