Introduction
The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job
The main purpose of this position is to maximize sales and revenues for all Lottery products and to provide sales support at all assigned Lottery activities in a defined region in support of over 1,100 licensed retail locations. Responsible for the supervision and management of a regional sales and service team comprised of one (1) Assistant Regional Manager and eight (8) to ten (10) District Managers; assigns and reviews the work of others; and makes recommendations to Sales Management regarding agency procedures. This position is also responsible for assisting in the licensing of both new retail locations, processing changes of ownership within existing retail locations and, locations that apply to the Expanded Cashing Authority (XCAP) program. This position relates to the mission of the agency by ensuring the retailer network is maintained at an optimum level; integrity is maintained at all times; and that sales at each retailer location are maximized through utilization of POS, training, in-store merchandising and promotions, and periodic events.
POSITION DUTIES
- Manage regional sales and service team to ensure improved Lottery sales performance by implementing planned sales programs and following established Sales Division
procedures.
- Responsible for managing, training, supervising, completing performance appraisals and disciplining Regional Field Sales team (Lottery Representative I, II and, III).
- Conduct retailer site evaluations monthly, which may include riding along with District Managers, to ensure that the Sales Division’s goals are being followed, and met, at each retailer location.
- Manage Instant Ticket inventory in the region by monitoring stock levels and staleness at retailer locations.
- Initial review and approval of all new equipment installations and make recommendations for approval of all equipment upgrades and secondary equipment requests.
- Develops reports and analysis for various internal and external uses.
- Oversee District Manager participation in support of all merchandising and promotional initiatives at retail, as needed.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience selling or marketing a consumer product from a wholesaler or manufacturer to retail outlets for resale to consumers.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree in Marketing or Business Administration with a concentration in Marketing for two years of the required experience.
2. Candidates may substitute additional experience on a year-for-year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications
· 3-5 years of consumer products relevant work
experience, preferably in field sales and sales management
· Previous supervisory experience with regards to
hiring, managing, training sales personnel
· Three to five years selling Lottery and/or consumer
products to grocery, convenience/department store or mass merchandiser trade
channels
· Experience with building and maintaining
internal/external relationships
· Self-sufficient with Sales Force Automation
(SFA) tools and standard PC software programs.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
