Main Purpose of Job

The Environmental and Compliance Supervisor will be the first level of supervisory position in the Solid Waste Program, Land and Materials Administration of the Maryland Department of the Environment. The incumbent in this position will serve as the Section Head within the Central Maryland Region for the Solid Waste Program Compliance Division. The incumbent in this position will supervise one of two sections within the Compliance Division. This incumbent will supervise Environmental Compliance Specialists with the main purpose of ensuring compliance with Maryland laws and regulations concerning sewage sludge utilization, solid waste disposal, scrap tire management, natural wood waste recycling, composting, and coal combustion byproducts, to ensure the Department’s goals are met. The incumbent will also assist the Division Chief with providing enforcement oversight within the Central Maryland Region. The working conditions of this position involve exposure to uncomfortable or unpleasant surroundings.

The majority of the job involves work outdoors, in all weather conditions, and takes place at sites and/or facilities where there could be exposures to potential chemicals, dust, odors, etc. Work involves exposure to hazardous conditions, which may result in injury. Solid waste facilities and/or sites can potentially cause exposure to known or unknown waste material that can pose risk through physical, chemical, bacteriological, or radiological hazards for which training is provided. Hazardous waste facilities can potentially cause exposure to known or unknown waste material that can pose risk through physical, chemical, bacteriological, or radiological hazards for which training is provided. Also, natural biological hazards, such as soil bacteria, allergens, ticks, rats, mosquitoes, and snakes, can be encountered. Work requires the use of protective equipment such as goggles, gloves, a mask, etc. Special EPA-approved personnel protective training to use specialized equipment, such as supplied-air respirators, is required and is provided. Training required includes a 40-hour EPA- and OSHA-approved training session, as well as annual 8-hour refresher training. Basic protective equipment provided includes steel-toed boots, rain- and chemically resistant outer garments, respirator, dust masks, assorted protective gloves, goggles, hard hats, and earplugs. The incumbent is expected to provide suitable work clothes for dirty, dusty environments and all weather conditions, including very hot and very cold weather. Also, jackets and ties are required in some circumstances, such as public meetings and court cases. 

The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.

Notes:

1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciples such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance for four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and four years of experience performing environmental regulatory compliance work in more than one of the following areas: water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

It is preferred that the selected candidate has the following:


· Experience with Computer Software Programs such as Google Sheets and ETS;

· Management experience or past project management;

· Environmental experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.
