Main Purpose of Job
The Maryland Department of General Services (DGS) is looking to hire a talented and experienced administrative professional to serve as a Grants Coordinator within the Business Enterprise Administration.
The main purpose of this position is to assist with the implementation of non-complex capital grant projects by helping the recipients of funds through the Capital Grant Program (CGP) as authorized by the Maryland General Assembly and the Governor. The CGP office is responsible for carrying out the terms, conditions and requirements of the State legislation that appropriates grant funds State-wide for the benefit of nonprofit organizations, local municipalities and county governments, and other specific non-State-owned projects. Funds are allocated to local recipients, subject to the approval of the Board of Public Works, for capital projects. Projects may be funded as a whole or in part by the State.
This position provides administrative support to Grant Administrators, the Program Director, and Deputy Director in fulfilling the agency’s mission of providing architectural, engineering, and related assistance as well as fiscal oversight of State funds by interpreting the intent and scope of the authorizing legislation, ensuring the approved project and subsequent contracts are technically eligible and allowed for funding. This position follows established policies and procedures to ensure legal; legislative and Program requirements are met for the approval of recipient transactions and the release of grant funds.
POSITION DUTIES
Duties for this position include but are not limited to:
- Data entry and database management using the Excel and Google Sheet database of capital grant projects.
- Log and track capital grant General Information forms, contracts, and payments post-processing.
- Assist the Grants Administration team in preparing letters and grant agreements for capital grant projects and for the signatures of grantees, the BPW Executive Secretary and the DGS Assistant Attorney General.
- Respond to telephone calls and email correspondence from grantees, elected officials and from other State agencies and program stakeholders as appropriate.
- Submit contract eligibility letters and send them to grantees when executed by senior officials.
- Coordinate and send applications, contracts, payment requests and grantee inquiries to Regional Grant Administrators.
- Process incoming mail.
- Create and maintain electronic logs to facilitate tracking capital grant project status.
- Performing other administrative duties as assigned.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants that possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications.
- Proficient in Microsoft Office Suite (including Word, Excel, Teams), and Google.
- Experience in Grants Administration such as ability to perform research of capital grant information, data entry of grant details (legislation, grantee contact, etc.) and reviewing information for completeness.
- Detailed-oriented with prior work experience in organizing and effectively handling large volumes of work and documents with a minimum of 2 years, with minimal corrections.

BENEFITS
Contractual employees who work
for an agency covered under the State Employee and Retiree Health and Welfare
Benefits Program, have a current employment contract and work 30 or more hours
a week (or on average 130 hours per month) may be eligible for subsidized
health benefits coverage for themselves and their dependents. As a contractual
employee, you will be responsible for paying 25% of the premiums for your
medical and prescription coverage, including any eligible dependents you have
enrolled. The State of Maryland will subsidize the remaining 75% of the cost
for these benefits.
You can also elect to enroll in
dental coverage, accidental death and dismemberment insurance, and life
insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a
contractual employee who has worked 120 days in a 12-month period. This leave
accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours
per calendar year.
