Introduction

The Maryland Commission on Civil Rights (MCCR) is the agency responsible for enforcement of anti-discrimination and civil rights laws for the State of Maryland.  MCCR is charged with investigating and administratively processing complaints that allege discrimination in employment, housing, public accommodations and the State’s commercial non-discrimination policy.

This is a contractual position that serves at the pleasure of the appointing authority.

POSITION DUTIES

The main purpose of this position is to implement State Government Title 20 and the Commission’s Rules of Procedure through assignments of a variety of Agency functions. The person in this position serves as an Investigator of discrimination complaints; case processing specialist in investigations; intake officer in the main office; and community outreach/public information specialist.

Case Processing & Fact-Finding Services:

Investigate discrimination complaints including, but not limited to, clarifying procedures to Complainants, Respondents (the parties) and the general public; reviewing complaints of discrimination to determine what information is needed to make decisions in the investigations; preparing pre-investigative plans; drafting complaints, letters to the parties, and subpoenas; interviewing the parties and witnesses; conducting negotiations between the parties and drafting settlement agreements; making site visits to Respondent facilities; conferring with the supervisor and the Office of the General Counsel as needed regarding questions relating to legal issues, jurisdictional and statutory interpretations; compiling and analyzing data relevant to the investigation and records; preparing periodic inventory reports; attending unit, division, general staff and other meetings as required; testifying at proceedings as required; and special projects and assignments; drafting written findings of decisions reached including recommendations for appropriate action; ensuring that investigations are finalized within the statutorily mandated timeframe; maintaining orderly case files and records; and other duties as assigned.

Fact Finding services include, but are not limited to, scheduling and rescheduling cases for fact finding; maintaining a current calendar of availability; coordinating day-of fact finding services; managing any immediate issues or problems related to fact finding participants; tracking compliance on any pending case closures or outstanding agreement conditions; completing all the necessary procedures for processing, transferring, or closing fact finding cases in a timely manner; attending unit, division, general staff and other meetings as required; and completing other special assignments and/or projects for the Unit and/or the Agency.

Administrative Duties:

Administrative duties include, but are not limited to, making recommendations to the Unit Supervisor for the development of new or modification of existing policies, practices or procedures for the Unit or the Agency; preparing, reviewing and analyzing statistical reports concerning investigations and/or fact finding services and unit goals; maintaining consistent orderly case files and records; updating and maintaining all current database systems for all cases; planning, organizing and implementing effective and efficient procedures for processing cases in a timely manner; ensuring timely case flow between the expedited processes unit and other Agency units and staff; keeping abreast of relevant changes in civil rights, regulations, practices and issues, presenting program concerns or issues to unit staff and the Unit Supervisor for discussion and generating creative problem-solving ideas for addressing those concerns; prepare monthly statistical status reports on case flow, participation rates, agreement rates, closures and any other administrative duties as may be assigned.

MINIMUM QUALIFICATIONS

Experience: Four years of administrative staff work experience.

Notes: 

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Legal and Administrative classifications or General Legal and Administrative specialty codes in the Legal field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Legal/Court Room Proceedings experience
  • Alternative Dispute Resolution experience
  • Experience with Accessibility Issues
  • Experience in Housing Discrimination Issues
  • Undergraduate or Graduate Degree with legal course work in Civil Rights, Housing Discrimination, Americans with Disabilities Act, and Equal Employment Law
  • Proficiency in Spanish
  • Legal writing experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
