Main Purpose of Job
Under the general supervision of the Director for the Maryland Office for Refugees and Asylees (MORA), the incumbent will coordinate state programming and humanitarian assistance for refugee and immigrant newcomers to the state. Programming will be coordinated with public and private providers to ensure individuals ineligible or unable to access other mainstream programs are protected and provided with essential resources, comprehensive support services, and viable opportunities for self-sufficiency.
The State Program Coordinator will collaborate with and serve as a liaison for partnering sub-grantees, state and federal agencies, and other organizations and stakeholders to facilitate timely, culturally sensitive, and linguistically appropriate service provision and equitable access to programming. The incumbent will be responsible for monitoring the performance of state program sub-grantees and ensuring completion of all contractual deliverables.
POSITION DUTIES
Leads
the planning and implementation of state-funded programming for newcomers
to Maryland based on identified community needs.
Serves
as a liaison and technical expert for all public and private agencies and
organizations regarding state-funded services.
Monitors
the administration and delivery of programmatic services by contracted
vendors to ensure a high standard of compliance and quality as well as to
assess whether vendors are on track to meet performance measurements.
Develops
procedures, practices and a Scope of Work for state-funded programming and
services, including through analysis of all established state and federal
guidelines and policies to ensure contractual compliance.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.
2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to two years of the required experience.
SELECTIVE QUALIFICATIONS
One year experience supporting or administering federal and/or state grant contracts.
DESIRED OR PREFERRED QUALIFICATIONS
One year of experience working with immigrant-serving organizations or agencies.
One year of experience working with multiple public and private stakeholders.
One year of experience using Microsoft Suite or Google Suite applications.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
