Main Purpose of Job

The main purpose of the Communications Supervisor is to supervise the communications center at a Maryland State Police installation. The work involves supervising a group of Police Communication Operators (PCO), who are  engaged in providing services to law enforcement, security personnel and the public through the use of a Computer Assisted Dispatch/Records Management System, multi-channel police radio equipment, and phone system.

POSITION DUTIES

Duties to include but not limited to:

● Reviews and evaluates the performance of staff.
● Prepares and maintains work and leave schedule for staff.
● Maintains filing systems in the Communications Center and validates all entries into METERS/NCIC to ensure accuracy and completeness.
● Provides initial and continued training for staff.
● Maintains all communications related manuals, including Departmental manuals in the Communications Center.
● Performs the essential functions of a PCO during staffing shortages and emergency situations.
● Performs other duties as required by the Commander of the Technical Services Section and the Commander of the Support Services Division.
● Represents the agency at communications related meetings with other State agencies and allied departments.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years experience performing law enforcement communications work involving the operation of a computer terminal, multi-channel radio, and related equipment.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Operations Specialist classifications or Signal Corps, Cyberspace Support, or Communications specialty codes in the communications field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must possess the following additional qualification(s) to be considered. Include clear and specific information on your application regarding all qualifications. 

One(1) year of supervisory experience in public safety communications center or law enforce dispatch.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

● Experience using law enforcement dispatch and monitoring systems (CAD, NCIC, CJIS, or comparable platforms).
● Experience developing schedules, training staff, evaluating performance, and/or leading quality assurance programs.
● Familiarity with Maryland Capital Police operations or similar State or federal police agency structure. 
● Certified Communications Training Officer (CTO), EMD certification, or comparable credentials.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
