This is a 12-month position
in the Personnel Department of the Maryland School for the Deaf – Frederick
Campus.

Main Purpose of Job
The main duties/responsibilities of this position are: Payroll Processing (regular and contractual), Timekeeping and Leave Usage reports, Health Benefits enrollment and/or changes, Input and update JobAps and Workday for recruitment and hiring process, processing First Report of Injury(s) through the Injured Workers Insurance Fund and follow-up with their medical management personnel, processing Criminal Background Checks for new employees, volunteers, and student interns. Provide MSD Employees with assistance regarding benefit issues, retirement questions, payroll, and timekeeping problems/questions, and general personnel matters.
POSITION DUTIES
This position will be
responsible for the administration, management and implementation of the
personnel functions within the rules and regulations set for all Human Resource
transactions.
Run and sort payroll
reports on a weekly basis. Review for accuracy and look for possible payroll
errors Inspect for discrepancies and communicate with supervisor or employees
as necessary to make corrections. Review for proper coding of FMLA/chronic
illness, accident leave, earned comp time, and earned holidays; verify that
supervisors have approved time submissions in a timely manner, reconcile leave
requests and overtime/comp requests to approved time and overtime/comp time to
approved timesheet. Contact supervisors who need to make
corrections/adjustments or approve timesheets. Assist employees or managers who
have problems entering or approving time in Workday. Complete other personnel
transactions in Workday. Assist with recruitment and JobAps postings. This
position is also responsible to assist with on boarding of new employees,
maintain personnel files, and assist with health benefits enrollment and/or
changes, as well as processing Workers Comp Claims and meeting with employees
in regards to Retirement paperwork.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of general clerical or administrative support experience, at least six months must have been paraprofessional personnel experience involving the application of personnel procedures, policies, rules, and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.
Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Willing to learn
American Sign Language.
Experience with
Workday or similar HRIS program preferred.
SPECIAL REQUIREMENTS
New hires are subject
to a criminal background investigation at their own expense. (Maryland
Code, Family Law Article 1, Sections 5-560-568)
