The Maryland Department of Labor, Division of Unemployment Insurance, is seeking qualified and motivated individuals for the full-time, permanent position of UI Professional IX  functioning as Assistant Manager of the Benefit Payment Control Unit. This recruitment will be used to fill current and future vacancies within this classification, and an eligible list of candidates will be maintained for one year after the announcement’s closing date.

This position plays a vital role in serving Marylanders who are seeking assistance with Unemployment Insurance benefits. As a Assistant Manager, this role will consist of providing leadership and direction for the day-to-day operations to the Recoveries, Investigations and Overpayment Supervisors in the Benefits Payment Control Unit, applying UI Management Model standards to comply with USDOL performance measures and Maryland state law.

Main Purpose of Job

The main purposes of this position are to assist BPC Director in developing, planning, coordinating and managing the daily operations within the Benefits Payment Control unit (Investigations and Overpayment and Recoveries sections) for the Division of Unemployment Insurance (DUI) in accordance with the Employment and Training Administration Advisory System, U.S. Department of Labor (USDOL); will directly lead BPC Supervisors; assist in creating policies, procedures, and establish internal controls that effectively protect the integrity and security of UI program staff, program operations and systems, UI funds, UI data and other state assets; to reduce the possibility of internal and external fraud by minimizing program vulnerabilities and faulty procedures; and to help prevent identity theft.

POSITION DUTIES

This position duties consist of but not limited to the following:

Plan, organize, manage, and supervise the Benefits Payment Control Investigations and Overpayment and Recoveries Supervisors to fulfill the goals and mandates of the Maryland Department of Labor and the Division of Unemployment Insurance. Direct the numerous Report of Hire (State-SROH and National NDNH), intrastate and interstate crossmatches and wage audits to detect fraud and improper payments. Ensures that crossmatches are conducted timely and in compliance with State and Federal Regulations. Direct the Claims Investigations and Overpayment and Recoveries Supervisors, overseeing Claims Investigations/Post Audits, Overpayment and Recoveries sections within BPC. Assist in analyzing data derived from each unit to improve the collection of long-term, outstanding UI fraud and non-fraud overpayments. Work in collaboration with Internal Security & Integrity Unit on DUI’s Integrity Efforts and training for DUI staff, benefits, and tax units. Detect and reduce UI fraud, identity theft. Consult with UI Support and Metrics unit/OIT to ensure timely run of quarterly crossmatch reports and selection criteria is updated as needed. Maximize the integrity of the UI program through minimization of errors and increased communication. Submit accurate, completed timesheets and leave requests to timekeeper by the appropriate deadline. Review, approve and submit timesheets of subordinates by the appropriate deadline.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Eight years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program.

Note: Candidates may substitute additional experience in unemployment insurance as defined above for the required education at the rate of one year of experience for one year of education, for up to four years of the required education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with fraudulent Claims
  • Experience with Microsoft office
  • Strong written and oral communication experience.

SPECIAL REQUIREMENTS

Personnel employed in this classification will have access to federal tax information and must undergo a state and FBI criminal background check as a condition of employment.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
