Introduction
This is a position specific recruitment for the Maryland Department of Natural Resources, Resource Assessment Service, Power Plant Research Project. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
The main purpose of this position is to assess present and potential environmental effects on wildlife and aquatic biota from proposed transmission and generation projects, incorporate and analyze geographic information system (GIS) data for any affected property and site associated with proposed transmission and generation projects, and incorporate all biological and conservation assessment data in a scientific manner while under general supervision into a report or Testimony before the Public Service Commission.
The incumbent will provide support to the Power Plant Research Program (PPRP) in state-wide analyses in such areas as freshwater, estuarine, marine, terrestrial ecology, fisheries biology, survey design, statistical analysis, water quality, GIS and remote sensing data analysis and application. A creative, problem-solving approach is often required to resolve the frequent conflicts inherent in managing construction projects with natural ecosystems, as well as to investigate, evaluate, and integrate data from impacted wildlife and their environment
POSITION DUTIES
The Department of Natural Resources is currently accepting applications for two Natural Resources Biologist IV positions. These positions assess present and potential environmental effects on wildlife and aquatic biota from proposed transmission and generation projects, incorporate and analyze geographic information system (GIS) data for any affected property and site associated with proposed transmission and generation projects, and incorporate all biological and conservation assessment data in a scientific manner while under general supervision into a report or Testimony before the Public Service Commission.
Support to the Power Plant Research Program (PPRP) in state-wide analyses in such areas as freshwater, estuarine, marine, terrestrial ecology, fisheries biology, survey design, statistical analysis, water quality, GIS and remote sensing data analysis and application. MINIMUM QUALIFICATIONS
Experience:
Four years of professional experience conducting research and analysis in the
fields of biology, biochemistry, environmental science, natural science,
natural resources management, botany, marine biology, marine ecology, physical
oceanography, ichthyology, fisheries management, wildlife management or zoology
and five years of experience in performing professional biological work
in the field of natural resources management.
Notes:
1. Candidates
may substitute the possession of a Bachelor’s degree in biology, environmental
aquaculture, natural science, natural resources management, botany, marine
biology, marine ecology or physical oceanography, ichthyology, fisheries
management, wildlife management, zoology, or a natural resources management
related field of study from an accredited college or university and five years
of experience in performing professional biological work in the field of
natural resources management for the required experience.

Candidates may substitute graduate education beyond a Bachelor's degree from an
accredited college or university in a natural resources related field of study
as described above at the rate of 15 graduate credit hours for one year
of experience for up to two years of the required experience.
3. Candidates
may substitute U.S. Armed Forces military service experience as a commissioned
officer in the natural resources management and biological sciences
classifications or natural resources management and biological sciences
specialty codes in the wildlife biology field of work on a year-for-year
basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience in the assessment of power plants or related environmental management experience and/or a master’s degree in the environmental or physical sciences.
- Experience in natural resource survey design to evaluate project development impacts.
- Experience in working with or for an electric utility or an energy company providing electricity.
- Experience meeting deadlines and maintaining a rigid schedule.
- Experience working with a multidisciplinary team of scientists and engineers.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
