Main Purpose of Job

The Maryland Department of Commerce is seeking qualified applicants for the Budget and Payroll Analyst position within the Division of Administration and Technology.

POSITION DUTIES

Primary responsibility is to direct and coordinates formulation, monitoring, and presentation of budgets for controlling funds to implement program objectives of organization. Applies principles of accounting to analyze past and present financial operations and estimates future grant revenues and expenditures to direct and formulate the budget. The incumbent will serve as the payroll lead, ensuring full regulatory compliance and auditing timekeeping records to in compliance with the Department of Budget and Management (DBM) Time and Labor Business Regulations. In addition, incumbent will serve as a liaison officer for Human Resources, Central Payroll Bureau, and Statewide Personnel System.

 

Candidates must possess working knowledge of principles and practices of business and public administration, budgeting and governmental appropriations accounting; analytical procedures and techniques and mathematical concepts used in developing and monitoring agency budgets; government accounting standards; accounting principles and practices; In-depth knowledge and skill in analyzing records, reports, and other business and financial documents to organize and present accurate and concise conclusions and recommendations related to agency budgets; excellent interpersonal, written, oral communication and analytical skills. Proficient in the use of Microsoft, Google Suite, Workday, Statewide Personnel System, or other relevant financial software.

MINIMUM QUALIFICATIONS

Experience: Seven (7) years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1) A Bachelor's degree in Accounting, Finance, or a related field from an accredited college or university

2) Proficient in the use of Microsoft Office Suite, Google Workspace Tools (Google Docs, Google Sheets, Google Meet, Google Drive). 

3) Experience in analyzing financial records, reports, and other document to develop accurate annual budget projections utilizing the Budgeting, Accounting, and Reporting System (BARS)

4) Experience Working with Maryland Statewide Personnel System (SPS), Workday, Central Payroll Bureau, and Human Resources.
